그러나 이 같은 현장 방문과 비전 선포를 글로벌 정보통신 행정의 핵심 성과로 상찬하는 행정 이면에는, 정작 개발도상국 현지와 국내 중소 IT 기업들이 당면한 '개도국 현지의 취약한 전력·통신망으로 인한 한국형 AI 솔루션 적용 불가능 고착'과 '실제 사업화 단계에서의 재원 조달 부재로 인한 수출 계약 불발 비용 고착 가중'을 외면한 안일한 관료 편의주의가 도사리고 있다. 일부 지자체나 기관들이 단기 세미나 몇 번 열고 마치 완벽한 글로벌 허브 체계가 구축된 양 생색을 냈던 것처럼, 재경부의 이번 대책 또한 '해외 인사들을 초청한 일회성 정수장 견학'이라는 이벤트성 절차만 강조할 뿐이다. 정작 국내 기술 기업들이 전력으로 원하는 정부 차원의 직접적인 ODA(대외경제협력기금) 연계 보조금이나 구체적인 수출 규제 완화 차단 인프라 보완은 뒷전으로 밀린 채 행정 처리 실적만 가중시키는 단기 이벤트에 그쳤다는 비판을 피하기 어렵다. 당장 글로벌 기술 격차 리스크는 소외 국가 전반에 상존해 있는데, 상황실에 모여 센터 설치 개수 지표 정산 몇 번 벌인 것으로 모든 영남·호남권 및 글로벌 기술 시장이 활성화될 수 있는 양 대대적으로 홍보하는 것은 정보통신 정책당국 본연의 임무를 흐리는 처사다.
