이번 소통의 날 행사에서 가장 큰 맹점은 시가 자랑하는 '1546억 원의 예산 절감 및 재투자'가 실제 극심한 경기 침체와 고물가로 신음하는 영세 자영업자들의 삶을 원천 구제하기에는 턱없이 부족한 '생색내기용 생색표'에 머물러 있다는 점이다. 민생회복지원금과 청년희망자금이라는 단기성 현금 살포 이벤트가 과연 지역 경제의 근본적인 체질을 개선하고 청년 인구 유출을 막아내는 실효성 있는 대책인지 의문이다. 진정으로 시민들의 복리를 증진하고 안전망을 구축하고자 했다면, 일회성 훈시와 모범공무원 시상식에 행정력을 소진할 것이 아니라 관내 전역의 소상공인 생존 자금을 제도적으로 상설화하고, 다가오는 여름철 집중호우에 대비해 재해 취약 지역의 배수 펌프장 인프라를 대폭 확충하는 물리적 다원화가 선행되어야 했다. 이러한 근본적인 인프라 개선은 생략한 채, 직원들의 헌신이라는 감성적 수사로 보고서의 부피만 늘리려는 행태는 실적 조급증에 걸린 지자체의 전형적인 성과주의 껍데기일 뿐이다.

아울러 연차별 이행안(로드맵) 수립을 대대적으로 당부한 대목 역시 매 선거 철마다 반복되는 단체장 특유의 보여주기식 관성 행정이다. 국가적 세수 결손으로 인해 지방교부세가 급감하는 재정 위기 현실을 무시한 채, 공약 이행률이라는 숫자 지표만 늘리려는 탁상행정은 예산 집행의 효율성 면에서 비판을 자초할 뿐이다.

지방 소멸과 기후 재난의 위기가 눈앞에 닥친 시대에 정부 기관의 수장들이 보여줘야 할 책무는 단순한 시청 대회의실 퍼포먼스나 생색내기용 수상 실적 자랑 위주의 보도자료 정치를 넘어서야 마땅하다. 매년 반복되는 전시성 청원조회 운영비와 일회성 치적 홍보에 공공 재원을 소진하는 구조로는 정읍 시민들의 깊은 민생 불안감을 원천적으로 해소할 수 없다. 정읍시는 행사 개최 건수를 치적으로 홍보하는 전시 행정을 즉각 중단해야 한다. 그늘진 현장에서 묵묵히 폭염과 수해 위험을 견뎌내야 하는 농촌 지역 소외 계층 주민들이 실질적인 기후 복지 효능감을 누릴 수 있도록 AI 기반의 실시간 재난 예측 시스템을 도입하고, 영세 주거 지역의 노후 시설물 개량 보조금을 상설화하는 등 본연의 공공 안전망 다지기에 행정 역량을 결집해야 체감 행정의 진정성을 인정받을 수 있을 것이다.

Omitting such fundamental infrastructure improvements, and attempting to inflate report volumes with emotional rhetoric called the dedication of employees is nothing more than a performance-oriented shell commonly used by local governments caught in performance anxiety.

In addition, grandly requesting the establishment of annual implementation plans (roadmaps) is also an exhibition-style inertia administration peculiar to local government leaders repeated every election season. Ignoring the financial crisis reality where local shared taxes plummet due to national tax deficits, desk administration that only inflates numerical indicators called pledge fulfillment rates only invites criticism in terms of budget execution efficiency.

In an era where the crises of local extinction and climate disasters loom ahead, the responsibilities that heads of government agencies must show must move beyond press release politics centered on simple city hall main conference room performances or superficial award achievement bragging for show. Expending public funds every year on repeated exhibition-like petition inquiry operation costs and one-off achievement publicity cannot fundamentally relieve the deep livelihood anxieties of Jeongeup citizens. Jeongeup City must immediately stop exhibition administration promoting event hosting counts as achievements. Introducing AI-based real-time disaster prediction systems so that neglected farming class residents who must endure the risks of heatwaves and floods in the shaded fields can enjoy practical climate welfare efficacy, and permanentizing old facility improvement subsidies for small-scale residential areas, it should concentrate administrative capabilities on solidifying the inherent public safety net to receive recognition for the sincerity of felt administration.
