[식약처/CTN]가요진 기자= 오유경 식품의약품안전처장은 "정보 접근성이 낮고 교육 기회가 부족한 어르신과 다문화가정 등에게 올바른 식의약 안전정보를 제공하기 위한 찾아가는 소비자 식의약 안전교실을 전국에서 약 70회 운영해 식의약 사고를 예방하고 건강한 소비생활을 지원하겠다"라고 말했다. 식품의약품안전처는 어르신과 다문화가정 등 정보취약계층을 대상으로 식품·의약품 등의 올바른 구매 및 사용 방법과 안전정보를 제공하는 '2026년 찾아가는 소비자 식의약 안전교실'을 6월부터 10월까지 본격 운영한다고 밝혔다. 이 프로그램은 2015년부터 매년 이어져 온 현장 중심 교육으로, 올해는 교육 사각지대 해소와 기회의 균형을 맞추기 위해 수혜 대상을 정교하게 재조정했다.

어르신 대상 교육의 경우 65세 이상 인구 비중이 35%를 초과하는 경북 의성군(49.2%), 대구 군위군(49%), 경남 합천군(47.4%) 등 초고령 지역이면서 최근 3년간 교육 실적이 없는 46개 지역을 우선 선정했다. 다문화가정 교육 역시 거주 비율이 높은 경기(30.4%), 서울(16.3%) 등과 소외 지역을 중심으로 배치했다. 한국소비자단체협의회와 공동으로 진행하는 이번 교육은 건강기능식품·의약품의 올바른 구매법, 식중독 예방 요령, 일명 '떴다방'으로 불리는 홍보관·체험방 피해 예방 요령 등으로 구성된다. 특히 올해는 큰 글씨와 그림 중심의 교재를 도입하고 영어·중국어·베트남어 등 다국어 교육자료를 배포해 가독성과 접근성을 높였으며, 현장 참여가 어려운 이들을 위해 독거노인생활관리지원사 등 대면 직종 종사자를 통한 온라인 전파 교육도 병행한다.

정부가 인구통계학적 변화를 반영해 소외 지역을 우선 선별하고, 실제 피해 사례에 기반한 맞춤형 교재 제작과 다국어 지원 등 소프트웨어적 보완을 시도한 것은 예산 집행의 효율성을 높이고 복지 사각지대를 메운다는 측면에서 긍정적인 행정으로 평가된다. 특히 지난해 참가자 만족도가 90%를 넘었던 만큼 실효성 측면에서도 검증된 체계를 확장하는 흐름으로 보인다.

다만 이러한 행사가 5개월간 70회라는 한정된 횟수로 진행되다 보니, 전국에 산재한 초고령·다문화 가구 전체를 포괄하기에는 물리적인 한계가 명확하다는 지적도 나온다. 연간 일회성 방문 교육에 그칠 경우 정보취약계층의 안전불감증이나 떴다방 피해를 장기적으로 예방하는 데 한계가 있기 때문이다. 단순히 단기 수치성 행사 횟수를 늘리는 방식을 넘어, 지역 보건소 및 가정을 상시 방문하는 생활지원사들의 정규 직무 교육에 식의약 안전 매뉴얼을 필수 과목으로 편입시키는 민관 합동 연계 시스템 구축 등이 향후 과제로 꼽힌다.

Conducted jointly with the Korea National Council of Consumer Organizations, this education consists of correct purchasing methods for health functional foods and medicines, tips for preventing food poisoning, and tips for preventing damage from promotional and experience halls, commonly known as 'Tteodabang.' The government's attempt at software-based supplementation, such as preferentially screening marginalized areas reflecting demographic changes, creating customized textbooks based on actual damage cases, and supporting multiple languages, is evaluated as positive administration in terms of increasing the efficiency of budget execution and filling welfare blind spots. In particular, as the satisfaction rate of participants exceeded 90% last year, it appears to be a flow of expanding a system verified in terms of effectiveness.

However, some point out that because this event is conducted for a limited number of about 70 times over five months, there is a clear physical limitation to encompassing all super-aged and multicultural households scattered across the country. This is because if it stops at a one-time annual visit education, it has limits in long-term prevention of safety insensitivity or Tteodabang damages among information-vulnerable groups. Moving beyond the method of simply increasing the number of short-term numerical events, establishing a public-private joint connection system that incorporates food and drug safety manuals as a mandatory course into the regular job training of life support workers who constantly visit local health centers and households is cited as a future task.
