An official from the Financial Services Commission and the Ministry of National Defense stated, "During the application and account opening periods for the Youth Future Savings, we will fully support officers, non-commissioned officers, and enlisted soldiers so that they can proceed with applications and account openings even inside training centers using smartphones." The Financial Services Commission and the Ministry of National Defense announced that they will temporarily support non-face-to-face application and account opening procedures using smartphones inside training centers to prevent youth in military training from missing the subscription period due to smartphone restrictions right after enlistment. The application period runs from June 22 to July 3, and the account opening period for those who pass the screening runs from July 27 to August 8.
Since the Youth Future Savings is operated in a non-face-to-face manner through mobile apps, identity verification and smartphone use are essential. The government has made it possible for personnel who meet the income requirements among those with taxable income or certain tax-exempt income from the previous year ('25) to sign up for the 'General Type.' For smooth processing, they are advised to pre-install the mobile app of their preferred handling institution and complete membership registration and identity verification before enlistment or application. Notably, military personnel are now allowed to dual-enroll in the Youth Future Savings along with the existing 'Soldier Tomorrow Junbi Savings' or the 'Long-term Officer Leap Savings.' In the case of enlisted soldiers, enrolling in both products makes it possible to accumulate a lump sum of around 40 million won during their service period. Soldiers who have already completed basic military training and are currently serving can also sign up for the General Type if they meet the income requirements, and detailed inquiries can be made through the Youth Finance Call Center of the People's Finance Promotion Agency.
The Ministry of National Defense and the Financial Services Commission breaking down ministerial barriers and flexibly applying internal military control regulations to guarantee asset formation opportunities for serving youth is evaluated as an on-site centered administrative innovation that enhances the effectiveness of youth policies. Allowing an exception during the basic military training period, where smartphone use was traditionally strictly controlled for security reasons, is a positive change that prioritizes consumer convenience.
However, critics point out that if a large number of personnel simultaneously attempt mobile app access and identity verification within a limited time under the unique environment of a training center, technical confusion such as authentication server crashes or communication delays may occur. This is because under the smartphone usage environment that will be allowed only for a short time after daily duties, a single error or authentication failure could lead to giving up enrollment. Moving beyond simply allowing smartphone use, checking the communication infrastructure within each training center in advance, expanding the server capacity of handling financial institutions during the application period, and deploying dedicated guidance personnel inside the military are cited as future tasks.
