[서울/CTN]가금현 기자= 서울시가 지방세와 세외수입 소액 체납자에 대한 관리 및 징수의 효율성을 높이기 위해 시민이 직접 참여하는 「서울시 지방세입 체납관리단」 기간제 근로자 292명을 공개 모집한다.

고의로 세금 납부를 회피해 온 악성 체납자들에게는 그야말로 등골이 오싹해질 만한 소식이다.

‘지방세입 체납관리단’은 올해 1월 국무회의 논의를 거쳐 행정안전부가 전국 지방자치단체와 함께 추진하는 범정부적 사업으로, 서울시 역시 이에 발맞추어 본격적인 가동에 나선다.

채용 공고는 6월 22일부터 7월 3일까지 서울시 각 자치구 홈페이지에 게시되며, 서류 접수는 7월 6일부터 7월 10일까지 온라인 통합 접수 페이지( 통해 진행된다.

최종 합격자는 각 자치구별 서류 및 면접 심사를 거쳐 오는 7월 22일(화)에 발표될 예정이다.

지원 자격은 공고일(2026년 6월 22일) 기준 만 18세 이상의 대한민국 국민이라면 누구나 가능하다.

선발된 인력은 올해 8월부터 11월까지 4개월간 각 자치구에 배치되어 근무하게 된다.

이들은 체납자를 대상으로 체납 사실을 안내하고, 실질적인 생활 실태를 확인하기 위한 전화 상담 및 현장 방문 등 체납 관리 보조 업무를 전방위적으로 수행하게 된다.

이번 체납관리단 운영은 청년과 경력단절 여성 등 취약계층 시민들에게 안정적인 공공일자리 참여 기회를 제공한다는 점에서도 의미가 크다.

서울시는 선발된 근로자들에게 '서울형 생활임금'을 적용해 처우를 보장하고, 근무 투입 전 철저한 사전 교육을 실시해 업무 이해도와 현장 대응력을 극대화할 방침이다.

특히 서울시는 체납관리단의 촘촘한 현장 활동 결과를 바탕으로 체납자의 납부 능력과 생활 여건을 종합 검토할 계획이다.

경제적 어려움을 겪는 생계형 체납자는 복지 부서와 연계해 맞춤형 지원을 제공하는 반면, 납부 여력이 충분함에도 고의로 세금을 회피하는 악성 체납자에 대해서는 엄정한 법적 조치와 징수 활동을 이어갈 예정이다.

박경환 서울시 재무국장은 “체납관리단 운영을 통해 공정한 조세 정의를 실현하고 체납 징수율을 높이는 것은 물론, 가치 있는 일자리 창출 성과까지 동시에 거두겠다”라며, “이번 사업이 전국 지자체의 모범 사례가 될 수 있도록 최선을 다하겠다”고 밝혔다.

This recruitment is also highly anticipated to provide public job opportunities for citizens, including youth and career-interrupted women. Seoul plans to apply the 'Seoul Living Wage' to these positions and boost operational understanding and field response capabilities through pre-employment training.
Based on the thorough field activities of the task force, the city plans to comprehensively review the living conditions and payment capabilities of delinquents. While livelihood-type delinquents facing economic hardships will be connected to welfare departments for financial support, the city will take rigorous action against malicious delinquents who deliberately evade taxes despite having the financial capacity to pay.
"Through the operation of the Delinquency Management Task Force, we aim to achieve achievements in both tax collection and job creation, setting an exemplary case for local governments nationwide," said Park Kyung-hwan, Director General of the Finance Bureau at the Seoul Metropolitan Government.
