최근 충남 서산시 해미천에서 하교하던 여중생 2명이 물에 빠져 1명이 숨지고 1명이 중태에 빠지는 참변이 발생했다.

평소 깊지 않아 아이들이 자주 찾던 하천의 수심이 갑자기 1.5~2m까지 깊어진 것으로 확인되면서, '누군가 인위적으로 하천 바닥을 파헤쳐 죽음의 함정을 만든 것 아니냐'는 의혹이 증폭되고 있다.

하지만 관할 지자체인 서산시와 공사 업체 모두 관련성을 전면 부인하고 있어, 경찰의 신속하고 철저한 수사가 시급한 시점이다.

만약 서산시를 비롯한 사법기관이 이 사안을 미온적으로 다룬다면, 정부 차원에서 나서서 철저한 조사를 통해 문제점을 찾아내고 책임자를 일벌백계해야 마땅하다.

원인을 밝히는 방법은 명확하다.

사고가 난 하천의 물을 빼고, 깊은 물웅덩이가 왜 생겼는지 토목전문가의 자문을 받아보면 진상을 알 수 있다.

공사 과정에서 하천에 출입하는 중장비의 진출입을 편리하게 하려고 하천 바닥의 토사를 이용하고 마무리를 하지 않은 것은 아닌지, 혹은 하천 보수공사의 기초 부분에 필요한 흙을 하천 바닥에서 파다 쓰고 그대로 방치한 것은 아닌지 등 철저히 조사해야 한다.

이번 사고는 전형적인 인재(人災)일 가능성이 농후하다.

한 해미면 주민의 증언처럼 사고 구간은 평소 절대 깊은 곳이 아니었다. 자연적인 물살의 흐름만으로 특정 구간의 수심이 성인 키 높이인 2m 가까이 급격히 깊어지기는 어렵다는 것이 전문가들의 중론이다.

어떤 방식으로든 인위적인 토사 굴착이나 지형 변형이 있었을 가능성이 높다는 지적이다.

서산시는 지난해 7월 집중호우 피해에 따른 석축 공사만 진행했을 뿐 하천 바닥을 파내라는 설계나 지시는 없었다고 해명한다.

시공업체 역시 정해진 지침에 따랐을 뿐이라며 억울함을 호소하고 있다.

지자체와 업체가 모두 발뺌하는 사이, 약 2m 깊이의 '죽음의 구덩이'는 원인 미상의 베일에 싸인 채 남아있다.

평소처럼 안전할 것이라 믿고 치마를 걷어붙인 채 발을 디뎠던 아이들은 누군가 파놓았을지 모를 '보이지 않는 함정'에 빠져 참변을 당했다.

겉으로는 완만해 보이지만 속은 구조적 함정이었던 셈이다.

경찰과 사법당국은 목격자 진술에만 의존할 것이 아니라 토목공학적 분석을 포함한 다각적인 수사를 통해 정확한 경위를 밝혀내야 한다.

아까운 어린 생명의 억울한 죽음 앞에 '우리는 법대로만 했다'는 식의 면피성 변명은 통하지 않는다.

철저한 진상규명과 책임자 처벌만이 제2의 해미천 비극을 막는 유일한 길이다.

However, both the competent local government, Seosan-si, and the construction company are completely denying any connection, making a swift and thorough police investigation urgent. If the judicial authorities, including Seosan-si, leave this matter unattended, the central government should step in to conduct a rigorous investigation, find the loopholes, and strictly punish those responsible as an example to all.
The method to uncover the cause is clear. We can find the truth by draining the water from the accident-hit stream and seeking consultation from civil engineering experts on why the deep pool was formed. There is a critical need to thoroughly investigate whether the riverbed soil was dug up to facilitate the entry and exit of heavy equipment during the construction process and left unfinished, or whether the soil needed for the foundation of the river repair work was taken from the riverbed and abandoned without proper restoration.
This accident is highly likely a typical man-made disaster. As a resident of Haemi-myeon testified, the accident section was never a deep place. Experts agree that it is difficult for the water depth of a specific section to rapidly deepen to nearly 2 meters, the height of an adult, solely through the natural flow of water. This suggests a high probability that there was artificial soil excavation or topographical transformation in some way.
Seosan City explains that it only carried out stone retaining wall construction following the heavy rains last July, and that there was no design or instruction to dig up the riverbed. The construction company also appeals that it is unfair, stating that it only followed the designated guidelines. While both the local government and the company shrug off responsibility, the approximately 2-meter-deep 'death pit' remains shrouded in mystery.
The children, who stepped into the water with their skirts rolled up, believing it would be as safe as usual, fell into an 'invisible trap' that someone might have dug and met with a disaster. It looked gentle on the outside, but it was a structural trap inside. The police and judicial authorities must uncover the exact circumstances through a multi-faceted investigation, including civil engineering analysis, rather than relying solely on witness statements.
In the face of the wrongful death of a precious young life, excuses for evasion such as "we only acted according to the law" will not work. A thorough investigation into the truth and the punishment of those responsible is the only way to prevent a second tragedy in Haemicheon Stream.
