서울시는 공공서비스 예약시스템에 도입한 ‘매크로 차단 솔루션’ 운영 1년 동안 총 261만 건의 부정 접속을 차단했다고 밝혔다.

이는 하루 평균 약 7천 건의 부정 접속 시도를 막아낸 수치로, 시민들의 정상적인 예약 기회를 보호하는 데 크게 기여했다는 평가다.

서울시 공공서비스 예약시스템은 시와 자치구, 산하기관이 제공하는 체육시설, 교육강좌, 문화체험 등 연간 1만 3천여 개 서비스를 한 곳에서 예약·결제할 수 있는 통합 플랫폼이다.

하지만 일부 인기 축구장, 테니스장 및 선호도가 높은 강좌 등은 예약 시작 직후 순식간에 마감되면서 시민들 사이에서 "매크로 프로그램을 쓰지 않으면 예약이 불가능하다"는 불만이 꾸준히 제기돼 왔다.

이에 서울시는 예약의 공정성을 높이고 시민들의 권리를 보호하기 위해 지난해 7월 매크로 차단 솔루션을 전격 도입했다.

로그인부터 예약 완료에 이르는 전 과정을 실시간으로 분석해 비정상적인 접속 패턴을 탐지하고 차단하는 방식이다.

서울시가 솔루션 도입 이후 지난 1년간의 데이터를 분석한 결과, 차단된 매크로 의심 부정 접속은 총 261만 건으로 집계됐다.

이는 같은 기간 전체 접속 건수인 5,927만 건의 4.4%에 해당하는 규모다.

도입 첫 달인 2025년 7월에는 전체 접속의 2.7%에 해당하는 13만 건의 부정 접속이 차단됐으며, 이후에도 정교해지는 비정상 예약 시도를 지속적으로 탐지·차단하며 안정적인 방어 노선을 구축해 왔다.

매크로 차단 솔루션 도입 이후 공공서비스 예약에 대한 시민들의 신뢰도 눈에 띄게 높아졌다.

우선 매크로 관련 민원은 지난해 12건에서 올해 5월 기준 1건으로 80% 급감했다. 또한, 예약 개시 후 7초 이내에 완료되어 매크로 사용이 강력히 의심되는 예약에 대한 '직권 취소' 건수 역시 솔루션 도입 전 월평균 26건에서 도입 후 월평균 1건 이하로 약 96% 감소하며 매크로를 통한 부정 예약 자체가 사실상 차단되었음을 입증했다.

서울시는 이번 성과에 안주하지 않고, 앞으로도 지속적인 모니터링과 기능 개선을 통해 신종 우회 기법과 매크로 프로그램에 선제적으로 대응할 계획이다.

실시간 분석 기능을 더욱 고도화해 안전하고 공정한 공공서비스 이용 환경을 유지하겠다는 방침이다.

강옥현 서울시 디지털도시국장은 "예약 경쟁에서 기술이 아니라 시민이 우선되는 환경을 만드는 것이 궁극적인 목표였다"라며 "서울시는 지난 1년간 261만 건의 부정 접속을 차단하며 시민 누구나 같은 출발선에서 공공서비스를 이용할 수 있는 환경을 만들었다.

앞으로도 디지털 기술을 적극 활용해 시민이 피부로 체감할 수 있는 공정한 행정을 확대해 나가겠다"고 말했다.

Furthermore, the number of ex-officio (authority-based) cancellations for suspected macro reservations—defined as those completed within 7 seconds of opening—plummeted by about 96%, dropping from a monthly average of 26 cases before the system's launch to less than 1 case per month afterward.
Refusing to rest on its laurels, the Seoul Metropolitan Government plans to proactively respond to new types of macro programs through continuous monitoring and feature upgrades. The city aims to advance its blocking capabilities by analyzing new bypass techniques in real time, thereby maintaining a safer and fairer public service environment.
