Seoul Stops 2.61 Million Macro Bot Attempts, Restoring Fairness to Public Reservations
[Seoul/CTN] Reporter Geum-hyun Ga = Reservations for popular sports facilities and cultural lectures in Seoul, which used to sell out the instant they opened, have become significantly fairer.
The Seoul Metropolitan Government announced that its macro-blocking solution, implemented on the public service reservation system, has blocked a total of 2.61 million fraudulent access attempts over the past year. This translates to thwarting an average of 7,000 macro attempts per day, effectively protecting citizens' equal opportunities to secure reservations.
< Sharp Drop in Complaints Over "Macro-Dominated" Reservations >
The Seoul Public Service Reservation System is an integrated platform where citizens can reserve and pay for around 13,000 annual services—including sports facilities, educational lectures, and cultural experiences—provided by the city, autonomous districts, and affiliated agencies. However, because popular sports facilities and classes filled up immediately after opening, citizens continuously complained that "it is practically impossible to get a spot without using a macro program." To enhance fairness, Seoul introduced a macro-blocking solution in July last year. The system analyzes the entire process from login to reservation completion in real time to detect and block abnormal connection patterns.
< 2.61 Million Fraudulent Accesses Blocked in One Year >
According to Seoul's analysis, a total of 2.61 million suspected macro attempts have been blocked over the past year since the solution's deployment. This accounts for 4.4% of the total 59.27 million connections recorded during the same period. In July 2025, the first month of implementation, 130,000 fraudulent connections (2.7% of total traffic) were blocked. Since then, the system has consistently detected and prevented abnormal reservation attempts.
< Complaints Plummet by 80%, Authority-Based Cancellations Near Zero >
Public trust in the reservation system has soared since the introduction of the anti-macro solution. Complaints regarding macro usage dropped by 80%, falling from 12 cases last year to just 1 case as of May this year. Furthermore, the number of ex-officio (authority-based) cancellations for suspected macro reservations—defined as those completed within 7 seconds of opening—plummeted by about 96%, dropping from a monthly average of 26 cases before the system's launch to less than 1 case per month afterward.
Refusing to rest on its laurels, the Seoul Metropolitan Government plans to proactively respond to new types of macro programs through continuous monitoring and feature upgrades. The city aims to advance its blocking capabilities by analyzing new bypass techniques in real time, thereby maintaining a safer and fairer public service environment.
Kang Ok-hyun, Director General of the Digital City Bureau at the Seoul Metropolitan Government, stated, "Our goal was to create an environment where citizens, not technology, come first in reservation competition." She added, "By blocking 2.61 million fraudulent connections over the past year, Seoul has ensured that everyone can access public services from the same starting line. We will continue to leverage digital technology to expand fair administration that citizens can truly feel."
