[인천/CTN]주대호 기자= 인천광역시 이남주 미래산업국장은 "세계적인 로봇 공학자들과 미래 꿈나무들이 인천에서 마음껏 기량을 펼칠 수 있도록 완벽한 무대를 준비했다"라면서, "이번 대회를 통해 인천이 글로벌 로봇 허브 도시이자 대한민국 첨단 산업의 중심지임을 전 세계에 각인시키겠다"라고 말했다. 인천시는 오는 7월 2일부터 6일까지 5일간 인천 송도컨벤시아에서 '로보컵 2026 인천'을 개최한다고 밝혔다. 로보컵은 2050년까지 국제축구연맹(FIFA) 월드컵 우승팀을 상대로 승리하는 자율 휴머노이드 로봇팀 개발을 목표로 1997년부터 매년 개최된 행사로, 국내 개최는 이번이 처음이다.

이번 대회는 전 세계 45개국 364개팀 2,879명이 참가 신청을 마쳤으며, 시는 선수단과 관람객 등 총 1만 5천여 명의 인파가 송도를 찾을 것으로 보고 있다. 이에 따라 시와 한국AI·로봇산업협회는 송도컨벤시아 내 무선 네트워크 기반 구축을 완료하고, 보건복지부 산하 비영리단체인 '대한중앙의료봉사회' 및 인하대병원과 협력해 의료 체계를 마련했다. 아울러 인공지능(AI) 기반 실시간 다국어 동시통역 시스템을 가동하며, 지난해부터 지원해 온 인하대학교와 인천대학교 팀을 출전시킨다. 시는 대회 기간 중인 7월 3일 '인천 로봇산업 혁신전략 협의체' 출범을 위한 기획 회의도 병행할 예정이다.

하지만 이처럼 시가 대규모 국제 대회의 국내 최초 유치와 첨단 AI 통역 인프라를 대대적인 행정 성과로 홍보하고 나선 것과 달리, 일선 학계와 지역 산업계 안팎에서는 단 5일간 생색내기식으로 열리는 일회성 로봇 축제에 과도한 예산과 행정력이 낭비되고 있다는 비판이 지배적이다. 현장 전문가들은 해외 로봇들을 모아놓고 축구 시합을 벌이는 이벤트성 대회는 지역 로봇 부품 제조업체들의 고질적인 인력난이나 원가 경쟁력 심화 같은 구조적 악순환을 해결하는 데 아무런 실무적 도움을 주지 못한다고 꼬집는다. 특히 대회 시기에 맞춰 급조된 '혁신전략 협의체' 역시 관청 주도의 실적 쌓기용 말잔치에 그쳐 고사 위기에 몰린 지역 로봇 생태계의 현실을 외면했다는 지적에서 자유롭기 어렵다.

이에 따라 단순히 참가팀 수치나 무료 입장객 동원 실적을 자랑하는 전시성 행정에 안주할 것이 아니라, 관내 로봇 정밀 제어 부품의 국산화율을 높이고 자율주행 알고리즘 데이터를 실시간으로 공유·분석하는 디지털 기반 로봇 실증 플랫폼의 선제적 구축이 시급한 대안으로 거론된다. 나아가 일시적인 대학생 출전 비용 지원 이벤트를 넘어 지속 가능한 지역 청년 로봇 인재들의 취업 연계를 위해 '인천 로봇 혁신 상생 발전 기금'을 내실화하고, 전문 연구 인력을 송도 로봇 실무 거점에 상시 배치해야 한다. 보여주기식 국제 축제 유치 효과를 과신하기보다 고령화된 지역 제조 공장의 로봇 전환을 돕는 실질적인 인프라 투자가 선행되어야 한다는 현장의 목소리에 귀를 기울여야 한다는 조언에 무게가 실린다.

The city also plans to hold the first planning meeting for the launch of the 'Incheon Robot Industry Innovation Strategy Consultative Body' on July 3 during the competition period.

However, despite the city's extensive promotion of hosting a large-scale international competition for the first time in Korea and deploying advanced AI interpretation infrastructure as major administrative milestones, critics point out that it is an administrative convenience-oriented obsession with achievements to repeatedly spend excessive budgets and administrative power on a temporary five-day festival while failing to fix structural bottlenecks in the local industrial market. Robot industry experts note that instead of relying on top-down administrative ceremonies to stack bureaucratic records under the pretext of global networking, authorities must prioritize concrete solutions for immediate regional structural issues, such as resolving chronic labor shortages and the severe lack of cost competitiveness among local component manufacturers. In particular, some sectors point out that the 'Innovation Strategy Consultative Body,' hastily organized to match the competition timeline, is not free from the criticism of being a mere bureaucratic show that overlooks the grim reality of the local robot ecosystem.

To overcome these structural limitations, the early implementation of a digital community-based risk forecasting platform that systematically tracks local component localization metrics and connects real-time autonomous driving algorithm data sequences is suggested as an urgent alternative. Furthermore, rather than relying solely on slogan-driven administrative novelty declarations like one-time financial support for university teams, authorities should prioritize practical administrative support measures, such as internalizing an 'Incheon Robot Innovation Win-Win Development Support Fund' and practically deploying professional research faculties on-site at Songdo stations. To turn temporary international event records into genuine industrial growth, authorities should prioritize on-site voices warning that substantive infrastructure investments aimed at automating aging local manufacturing facilities with practical robotic systems must be prioritized over formal global festivals.
