[Column] Inside the Chungnam Personnel Controversy: Gu Bon-youngs Resignation is the Way to Save Governor Park Soo-hyuns Administration
Chungcheongnam-dos 9th elective provincial government has run into a fierce storm from its very inception. The first political affairs lineup, announced by Governor Park Soo-hyun under the banner of a "Communicative Chungnam" and the "AI Capital of Korea," has hit a reef of strong backlash from local civil society organizations. At the center of the controversy is Gu Bon-young, the nominee for Vice Governor for Political Affairs, who previously lost his position as Mayor of Cheonan due to a violation of the Political Funds Act.
The Chungnam Civil Society Organization Coalition and the Cheonan Civil Society Organization Council immediately issued a joint statement demanding the withdrawal of Gu's nomination and warning of an all-out struggle. Their argument is clear: the Vice Governor for Political Affairs is a symbolic position bridging the provincial government, the provincial assembly, and civil society, requiring the highest level of public ethics. Therefore, it is unacceptable for a figure who imposed massive administrative and financial burdens on citizens due to an invalidated election to become the second-in-command of the provincial government. The fact that his right to run for office has been legally restored does not serve as an ethical exemption.
At this juncture, we must look into Governor Park Soo-hyuns predicament and his character. Given Governor Parks nature—highly valuing loyalty and trust—it would be difficult for him to abruptly discard a person he nominated after deep consideration simply because of backlash from civic groups. Many provincial residents are well aware of the Governor's personality. This is precisely why the ball must now pass to the nominee, Gu Bon-young himself.
If Nominee Gu truly cares for Governor Park and wishes for the development of Chungnam, now is the time for him to make the decision to step down voluntarily. Forcing the appointment will only trigger political attrition, ultimately eroding Governor Parks initial administrative capacity and weakening the momentum of the provincial government. Stepping down as soon as possible and silently supporting from behind is the true courtesy to Governor Park, who trusted and nominated him.
Currently, civil society and residents agree that an expert with organizational management skills and public trust, such as Choi Jae-yong (former Vice Minister of Personnel Management)—who was announced alongside Gu as the Senior Secretary for Policy—is the right fit for the Vice Governor position. Opening the path so that a figure recognized by the public can substantially assist Governor Park is the essence of "advanced politics" that we should pursue.
To ensure that the "Communicative Chungnam" does not degenerate into an uncommunicative administration, we look forward to a grand and wise decision from Nominee Gu Bon-young.
