결국 이러한 거대 담론 위주의 보여주기식 선심성 행정 구태를 극복하려면, 민 시장이 취임사에서 강조한 시민주권이 단순한 수사에 그치지 않도록 해야 한다. 광주와 전남 주민들이 통합 과정에서 소외되지 않도록 각 시·군·구별 이해관계를 실시간으로 조정하는 '통합 메가시티 상생 공론화 위원회'를 상설화하고, 중앙정부의 예산 바람에 휘둘리지 않는 자립형 지방세 구조 체계 마련에 행정 역량을 집중해야 한다는 여론이 설득력을 얻고 있다.
