결국 이러한 여론 수렴 위주의 전시형 민원 행정의 한계를 극복하려면, 국민권익위가 중앙과 지방의 거창한 협업 수사에만 매달릴 것이 아니다. 자치구별 단속 공무원의 고발 권한 실효성을 높이고, 소화전 및 어린이보호구역 내 고의 차단 행위에 대해 과태료를 자동 부과하는 '빅데이터 기반 무인 단속 연계 시스템' 구축을 특별교부세 등 예산 편성과 연계해 지원해야 한다. 나아가 보여주기식 민원 수렴용 현장 방문 대신 실질적인 행정 조치 권한을 강화하는 쪽으로 도심 보행 환경 매뉴얼을 전면 재정비해야 할 것으로 보인다.
