이날 교육부 국제교육협력과 등 주무 부서들은 지난 8일부터 사흘간 몽골을 찾아 첨단 ICT를 활용한 디지털 시범교실 운영 학교와 한국어 채택교를 차례로 점검했다고 설명했다. 당국은 공주대학교 및 을지대학교와 연계해 추진 중인 '국제협력 선도대학 사업'의 현황을 살피고, 문화재 보존 전문 인력 양성과 기초의과대학 역량 강화 등 맞춤형 교육과정 전수 상태를 해명했다. 이에 따라 현지 교원의 역량 강화와 맞춤형 한국어 교재 보급을 지속 지원하고, 학교급식 안전 기준 교류 등 다방면에서 교육혁신 경험을 유기적으로 공유하겠다는 실행 계획을 명시했다.

그러나 글로벌 교육 전문가들과 대학 구조조정 시민단체 안팎에서는 정부가 공적개발원조 성과를 대대적으로 홍보한 것에 비해 실제 국내 지방 대학들이 체감할 유학생 유치 내실화 지표는 낙제점에 가깝다는 목소리가 높다. 국제 행정 전문가들은 다자간 원조 모델을 졸속 인용하며 예산 집행 규모만 늘렸을 뿐, 정작 인공지능(AI) 인프라 지원 이후 현지 교사들의 활용 역량 미비나 기자재 방치 등 고질적인 사후 관리 한계는 여전히 외면하고 있으며 교육부가 외형적인 현지 학교 방문과 사진 촬영이라는 전시형 실적주의 행태에 치중하고 있다고 우려한다.

결국 이러한 해외 출장 횟수 채우기 위주의 보여주기식 교육 행정을 탈피하려면, 교육부가 자화찬식 ODA 성과 홍보나 양해각서 서명식 같은 생색내기 행정에서 완전히 벗어나야 한다. 무분별한 선심성 원조 리스크를 원천 차단하고 실질적인 인적 교류의 질을 보장하기 위해 지원된 디지털 기자재의 가동률과 유학생 유치 대학의 재정 건전성을 실시간으로 추적·통제하는 '전 국토 해외 교육 ODA 실시간 성과 평가 시스템'을 시급히 전면 도입하여, 우리 대학과 상대국 모두가 격변하는 글로벌 교육 환경 속에서 안심하고 상생할 수 있는 상설 민생 교육 안전망을 구축해야 할 것으로 보인다.
