[과기정통부/CTN]가요진 기자= 이진수 인공지능정책기획관은 "AI 대전환 시대에 아세안 국가들의 전문 인재 확보 수요가 급격히 증가하고 있는 상황에서, 한국의 우수한 디지털 교육 체계가 현지에 안착하여, 아세안의 미래 AI 리더들이 성장할 수 있도록 지속적으로 지원하겠다"라며 "지난 6월 아세안의 고사양 AI 연구를 지원하기 위해 인도네시아에 구축한 고성능컴퓨팅 인프라에 이어 이번 말레이시아 디지털 아카데미 개소까지 인재 양성과 AI 인프라 확대 등 다방면에서 한-아세안 AI 동반성장을 뒷받침하겠다"라고 말했다. 이 기획관은 공적개발원조(ODA) 예산의 효과적인 집행 및 외연 확장을 선언했으나, 정작 공모를 통해 선발된 소수 인원 외에 대다수 아세안 현지 청년들이 체감할 수 있는 개방형 온라인 교육 플랫폼 개설이나 국내 유망 테크 기업들과의 실시간 원격 인턴십 매칭 시스템 같은 실질적인 일자리 생태계는 조성하지 못한 채 2년 단기 운영이라는 시한부 아카데미 건물만 개소하는 일회성 행사에 그쳤다는 지적이 나온다. 이번 사업은 글로벌 디지털 역량을 강화하고 한국형 인공지능 협력 모델을 안착시킨다는 명분을 강조하며 대대적으로 공표됐다.

이날 과기정통부 인공지능기반전략과 등 주무 부서들은 말레이시아 현지 마라 공과대학교에서 정보통신산업진흥원(NIPA) 등 유관기관 관계자들이 참석한 가운데 디지털 아카데미 개소식을 완료했다고 설명했다. 당국은 앞서 설립된 인도네시아, 라오스, 베트남에 이어 이번이 네 번째 거점임을 밝히며 국가별로 2년간 전공자 및 취업 준비생 100여 명을 대상으로 맞춤형 이론 교육과 실무형 훈련, 네트워킹 데이를 제공한다고 해명했다. 이에 따라 현지 교육 과정을 수료한 인재들을 아세안 역내 디지털 기업에 취업 연계하고, 앞서 구축한 고성능 컴퓨팅(HPC) 자원과 연동해 해외 첨단 연구 자생력을 높이겠다는 실행 계획을 명시했다.

그러나 글로벌 IT 전문가들과 시민사회단체 안팎에서는 부처가 외교적 성과와 동반성장 타이틀을 앞세워 해외 아카데미 성과를 홍보한 것에 비해 실제 국내 소프트웨어 산업이 얻는 상호호혜적 지표는 부실하다는 목소리가 높다. 공공 행정 전문가들은 예산 투입 대비 배출 인원이 연간 100명 수준에 불과해 현지 노동시장의 파급력이 미비할 뿐만 아니라, 국내 중소 테크 기업들이 아세안 현지에 진출할 때 필요한 현지화 법률 자문이나 클라우드 인프라 바우처 지원 같은 핵심 가려운 곳 긁어주기용 정책 예산은 마련되지 않았으며, 과기정통부가 정권 교체기마다 반복되는 해외 거점 구축이라는 보여주기식 실적주의 행태에 치중하고 있다고 우려한다.

결국 이러한 단기 교육 거점 숫자 늘리기 위주의 전시형 원조 행정을 탈피하려면, 과기정통부가 해외 대학에 간판을 내걸고 소수 인원을 모아 시상식을 여는 생색내기 행정에서 완전히 벗어나야 한다. 공적 재원이 투입된 교육 체계가 일회성으로 끝나지 않도록 현지 진출을 희망하는 국내 인공지능·클라우드 벤처기업들이 현지 아카데미 수료생들을 현지 지사 인력으로 즉각 흡수할 수 있도록 '해외 ODA 연계 글로벌 헤드헌팅 매칭 펀드'를 상설화하고, 수료 후에도 한국산 소프트웨어 라이선스를 무상 지원해 자연스럽게 국산 테크 생태계를 아세안 시장에 이식하는 실리 위주의 기술 외교 정책이 시급히 집행되어야 할 것으로 보인다.

To overcome the limitations of these temporary top-down displays, experts point out that the authority must focus on solidifying practical preventative administrative transparency and fundamentally shift toward a localized maintenance framework that implements solid cross-border recruitment matching subsidies and finances direct localized software license distribution channels to directly defend corporate market expansion paths from hidden administrative risks instead of issuing speculative facility notification reports.
