[광명/CTN]김지우 기자= 박승원 광명시장이 23일 기후의병 활동 소식을 전하며 "탄소중립은 정책만으로 완성되지 않고 시민의 실천이 더해질 때 비로소 일상이 된다"라며 "기후의병 활동이 시민 참여를 넓히고 생활 속 탄소중립 문화를 확산하는 마중물이 될 수 있도록 적극 지원하겠다"라고 밝혔다. 광명시는 '1.5℃ 기후의병'이 생활 속 탄소중립 실천과 정책 모니터링을 결합한 시민 기후활동을 펼쳤다고 발표했다.

기후의병은 지난 6월부터 7월까지 두 달에 걸쳐 생활 속 탄소중립 실천 캠페인과 시정 현장 점검을 병행 추진했다. 참가자들은 3개 조로 나뉘어 우유팩 수거, 길거리 쓰레기를 주우며 걷는 '줍킹', 가로수 주변 환경 정화 등 누구나 쉽게 참여할 수 있는 활동을 전개했다. 특히 우유팩 수거 캠페인에서는 가정과 지역 카페에서 모은 우유팩 8kg을 종량제봉투 16장으로 교환하고 일부를 재전달하는 자원순환 활동을 펼쳤으며, 버려진 플라스틱 빨대를 모아 우산 부품으로 재활용하는 '빨대저금통' 활동도 함께 진행했다.

단순한 봉사 활동을 넘어 행정 모니터링 역할도 맡았다. 기후의병은 광명시 탄소중립 기본계획 과제와 연계해 자전거도로 인프라 구축, 근린공원 관리, 지방정원 조성 현장 등을 직접 찾아갔다. 이들은 탄소중립 기여도와 운영 상태, 시민 체감도 등 5개 분야를 점검하고 현장에서 발굴한 개선 사항을 시에 전달했다. 광명시는 오는 9월에도 기후의병과 모니터링단을 투입해 지역 행사와 축제 현장의 탄소중립 요소 반영 여부를 점검할 계획이다.

이처럼 시민 참여를 유도해 기후 위기에 대한 지역 사회의 인식을 높이고 자발적인 환경 정화 활동을 펼치는 것은 민관 협력 차원에서 명분을 얻기 좋은 행보로 평가된다.

다만 우유팩 몇 kg을 모으거나 쓰레기를 줍는 수준의 소규모 이벤트성 캠페인에 '기후의병'이라는 거창한 이름을 붙여 치적으로 홍보하는 것을 두고 전형적인 보여주기식 행정이라는 비판을 피하기 어렵다. 단순 봉사나 일회성 모니터링을 넘어 실질적인 탄소 감축 효과를 거두려면, 자원 재활용 수거율의 제도적 법제화나 대중교통 이용률 제고 등 시정 차원의 근본적인 온실가스 감축 성과지표(KPI)와 세부 대안이 마련되어야 할 것으로 보인다.

Gwangmyeong City plans to deploy these volunteers again in September to inspect local festivals.

While encouraging citizen participation to raise climate awareness serves as a plausible public relations move for public-private cooperation, skepticism remains.

Critics argue that branding minor cleanup drives and small-scale recycling efforts as grand 'Climate Volunteer' achievements borders on superficial administrative promotion. To deliver genuine carbon reduction beyond one-off promotional campaigns, Gwangmyeong City must implement concrete policy alternatives, such as establishing institutional greenhouse gas reduction Key Performance Indicators (KPIs) and systemic recycling mandates.
