[인천/CTN]주대호 기자= 최명환 인천시 자원순환과장이 3일 성과 발표에서 "수많은 관람객이 찾는 대규모 행사에서 다회용기 시스템이 안정적으로 운영됐다는 점은 매우 고무적이다"라며 "과거에는 축제 폐기물을 불가피한 것으로 여겼으나, 이제는 기획 단계부터 다회용기 순환 체계를 필수로 설계하는 방향으로 축제 문화가 변화하고 있다"라고 밝혔다. 인천광역시는 송도달빛축제공원에서 열린 '2026 인천펜타포트 락 페스티벌'에서 다회용기 19만 개를 운영해 약 2.7톤의 일회용 생활폐기물을 감축했다고 발표했다.

인천시에 따르면 대규모 축제에서 배출되는 일회용 플라스틱 쓰레기를 줄이기 위해 행사장 내 음식 및 음료 판매 부스에 다회용기를 전면 도입했다. 그 결과 축제 기간 공급된 19만 개의 다회용기가 99.6%의 회수율을 기록하며 순환 체계가 안정적으로 작동했음을 입증했다.

시는 음식 판매 구역과 주요 이동 통로 곳곳에 전용 반납함을 설치하고 수거된 용기를 전용 세척 시설로 이송해 세척과 살균 과정을 거쳤다고 설명했다. 시는 이번 페스티벌 성과를 바탕으로 스포츠 경기장, 장례식장, 캠핑장 등 시민 생활과 밀접한 다중이용시설 전반으로 다회용기 보급을 지속해서 확대해 나갈 계획이다.

이처럼 대형 야외 행사에서 다회용기 순환 시스템을 운영해 쓰레기 배출을 줄이고 자원순환 정책을 홍보하는 것은 환경 보호 의식을 고취하고 행정 성과를 보여주는 조치로 평가된다.

다만 일회성 대형 축제 기간에 보조금을 투입해 다회용기를 단기 대여·세척하는 이벤트를 두고 '친환경 축제의 표준'이라며 자화자찬하는 것은 실제 폐기물 감축 효과 대비 과도한 홍보라는 비판을 피하기 어렵다. 전시성 행사를 넘어 일상 속 자원순환으로 안착하려면, 축제장 한정 보여주기식 보급을 넘어 지역 세척 업체 육성과 수거 시스템 표준화, 소상공인 지원 체계 등 실질적인 인프라 구축 대안이 마련되어야 할 것으로 보인다.

Critics argue that framing a short-term, subsidized container rental event at a three-day festival as an established 'green standard' borders on overblown self-praise. To achieve meaningful resource circulation beyond one-off public relations campaigns, Incheon must establish concrete policy alternatives, such as nurturing local sanitation industries, standardizing collection logistics, and providing sustained operational support for small businesses.
