확대 충남 자원봉사자들, 격렬비열도 가치 알리기·해양보전 '맞손'

[CTN/사회]가금현 기자= 충청남도 자원봉사의 중심축과 격렬비열도의 영토적 가치를 지키는 민간단체가 깨끗한 서해바다 조성과 영토 주권 수호를 위해 전격적으로 손을 잡았다.

충청남도자원봉사센터(센터장 오선희)는 지난 8월 4일 (사)격렬비열도사랑운동본부(회장 윤현돈)와 업무협약(MOU)을 체결하고, 해양환경 보전 활동 확대 및 격렬비열도의 역사·생태·영토적 가치 확산을 위한 본격적인 민관·민민 협력체계 구축에 나섰다.

이번 협약은 단순한 일회성 환경 봉사를 넘어, 도민들의 자발적인 자원봉사를 매개로 지속 가능한 해양 생태계를 조성하고 대한민국의 소중한 해양 자산인 격렬비열도의 위상을 널리 알리기 위해 기획됐다.

특히 충청남도자원봉사센터가 올 한 해 역점 추진 중인 충남 해양정책과 공모사업 '2026 충남이 하나 되어 지키는 바다, 해안 클린 릴레이'와 연계하여 추진된다.

센터는 이번 협약을 기점으로 (사)격렬비열도사랑운동본부의 전문성과 인적 네트워크를 결합해 실효성 높은 해양 정화 캠페인과 영토 가치 알리기 활동을 더욱 공고히 할 방침이다.

양 기관은 협약에 따라 ▲해양환경 보전 자원봉사 프로그램 공동 개발·운영 ▲해양보전 및 영토 수호 공동 캠페인·홍보 ▲도민 참여 확대를 위한 네트워크 공유 등 다각적인 분야에서 긴밀한 협력을 이어가기로 했다.

오선희 센터장은 "깨끗하고 건강한 바다는 미래세대에 고스란히 물려주어야 할 인류 공동의 자산이며, 이를 실현하는 가장 강력한 동력은 도민들의 자발적인 자원봉사 참여"라며 "이번 협약이 더 많은 충남도민의 실천으로 이어져 해양환경 정화는 물론, 서해의 요충지인 격렬비열도의 소중한 가치가 전국으로 확산하는 계기가 되길 바란다"고 강조했다.

윤현돈 회장 역시 "대한민국 최서단에 위치한 격렬비열도는 역사적·생태적 측면은 물론 영토 주권 확보에 있어서도 대체 불가능한 소중한 보물"이라며 "충청남도자원봉사센터와의 강력한 연대를 통해 아름다운 바다 환경을 지켜내고, 격렬비열도의 가치를 도민과 국민의 가슴속에 깊이 심어주는 데 최선을 다하겠다"고 화답했다.

한편, 충청남도자원봉사센터는 오는 9월 19일 '국제 연안정화의 날'을 기해 태안 연안 일대에서 도민과 자원봉사자가 대거 참여하는 대규모 해양환경 보전 행사를 개최한다. 이날 행사에서는 연안 정화 봉사와 함께 공식 기념식, 도민 참여형 체험 부스 등 알찬 프로그램이 운영되어 '클린 충남 바다' 조성을 위한 대대적인 물결을 일으킬 전망이다.

The central hub of Chungcheongnam-do volunteering and a private organization dedicated to preserving the territorial value of Gyeongryeolbiyeoldo Island have joined forces to protect the West Sea and safeguard territorial sovereignty.
On August 4, the Chungcheongnam-do Volunteer Center (Director Oh Seon-hee) signed a Memorandum of Understanding (MOU) with the Gyeongryeolbiyeoldo Love Campaign Headquarters (President Yun Hyeon-don). The partnership aims to expand marine environment conservation activities and raise public awareness of the historical, ecological, and territorial values of Gyeongryeolbiyeoldo Island.
This agreement moves beyond simple, one-off cleanup efforts. By leveraging voluntary civic participation, the initiative seeks to foster a sustainable marine ecosystem while highlighting the importance of Gyeongryeolbiyeoldo as a vital national maritime asset.
The agreement aligns directly with the "2026 Coastal Clean Relay," an open-competition project funded by Chungnam Province’s Maritime Policy Division and led by the Volunteer Center this year. Building on this partnership, the Center plans to combine its organizational reach with the expertise and network of the Gyeongryeolbiyeoldo Love Campaign Headquarters to consistently drive impactful ocean cleanup campaigns and territorial awareness programs.
Under the MOU, both organizations will cooperate across various areas, including:
Developing and operating joint marine environment volunteer programs
Executing joint campaigns and public outreach
Expanding citizen participation to reinforce public-private collaboration for cleaner oceans
"A clean and healthy ocean is a precious asset that must be passed down to future generations, and the greatest power in protecting it comes from the active participation of volunteers," said Oh Seon-hee, Director of the Chungcheongnam-do Volunteer Center. "Through this agreement, we hope to encourage more residents to take part in marine protection efforts while widely sharing the historical, ecological, and territorial values of Gyeongryeolbiyeoldo."
Yun Hyeon-don, President of the Gyeongryeolbiyeoldo Love Campaign Headquarters, added, "As the westernmost point of South Korea, Gyeongryeolbiyeoldo holds immense value not only ecologically and historically, but also in securing our territorial sovereignty. We will combine our strengths with the Volunteer Center to preserve our marine environment and deeply root the island’s importance in the hearts of our citizens."
Meanwhile, to mark 'International Coastal Cleanup Day' on September 19, the Chungcheongnam-do Volunteer Center will host a major marine environment conservation event in Taean County. The upcoming event will feature coastal cleanup operations, an official ceremony, and interactive experiential booths, offering a platform for residents and volunteers to work together toward a cleaner coastline.
