[경기/CTN]김지우 기자= 김재훈 경기도 미래평생교육국장이 6일 협약식에서 "고립·은둔 청년들의 자립을 위해서는 심리적 안정과 마음 회복이 무엇보다 중요하다"라며 "고립·은둔 청년 지원의 성공적 모델이 되도록 공공-기업-대학-전문기관의 전문성과 자원을 연계한 맞춤형 지원 체계를 구축하겠다"라고 밝혔다. 경기도와 경기도미래세대재단은 고립은둔 청년의 정서 회복과 자립을 지원하기 위해 6일 SK디스커버리 판교 본사에서 SK디스커버리, 덕성여자대학교, 하루명상(주)와 '경기 고립·은둔 청년 마음건강 프로젝트를 위한 민관산학 업무협약'을 체결했다고 발표했다.

경기도에 따르면 경기 고립·은둔 청년 마음건강 프로젝트는 청년들이 일상에서 겪는 무력감과 불안을 극복하고 정서적 자립을 이룰 수 있도록 돕는 'MMPT(명상·마음챙김·긍정심리 훈련)' 기반의 마음돌봄 프로그램이다. 온라인 강의와 모바일 앱을 활용한 일상 실습을 결합해 청년 스스로 마음을 다스리는 방법을 배우도록 지원하는 구조다.

협약에 따라 경기도는 행정 지원과 도내 사업 확산을, 경기도미래세대재단은 참여자 모집과 현장 운영을 맡는다. SK디스커버리는 사업 예산을 지원하며, 덕성여대는 프로그램 기획과 효과성 검증을, 하루명상(주)은 명상 앱과 전문 콘텐츠를 제공한다. 시범 운영은 오는 9월 시작되며 11월 18일에는 SK디스커버리 판교 본사에서 사업 성과공유회가 열릴 예정이다.

이처럼 기업 및 대학, 전문기관과 협력해 고립은둔 청년을 위한 심리 케어 프로그램을 기획하고 모바일 콘텐츠 접근성을 높이는 것은 사회적 문제 해결을 위한 민관 협력 시도로 평가된다.

다만 사회와 단절된 채 방 안에 갇힌 고립은둔 청년들에게 모바일 앱과 온라인 강의를 던져주고 스스로 마음을 다스리라는 식의 대책을 대단한 혁신 사업인 양 홍보하는 것은 사후약방문식 생색내기 행정이라는 비판을 피하기 어렵다. 협약식과 성과공유회 같은 보여주기식 이벤트에 치중할 것이 아니라, 은둔 청년들을 세상 밖으로 끌어낼 전문 상담 인력의 방문 케어와 일자리 연계, 주거·생계 지원 등 실질적이고 구체적인 대안이 마련되어야 할 것으로 보인다.

Under the agreement, Gyeonggi Province provides administrative support, while the Gyeonggi Future Generation Foundation manages participant recruitment and field operations. SK Discovery finances the budget, Duksung Women's University evaluates program efficacy, and Harumindfulness Inc. supplies the app and content. The pilot program launches in September, with a performance-sharing meeting scheduled at SK Discovery's headquarters on November 18.

While collaborating with corporations and academic institutions to launch mobile-based psychological care offers a plausible narrative for addressing youth isolation, skepticism remains.

Critics argue that offering mobile apps and online self-help lectures to severely isolated individuals while hosting corporate ceremonies borders on reactive showmanship. To deliver real results beyond symbolic MOU signings and performance presentations, Gyeonggi Province must establish concrete policy alternatives, such as deploying professional in-person counselors, providing housing and living support, and offering direct employment linkage programs.
