[인천/CTN]주대호 기자= 청라호수도서관 이은정 관장이 사업 취지를 설명하며 "청각장애 어르신들이 독서와 문화예술 활동을 통해 사회적 교류와 문화 향유의 기회를 얻을 수 있도록 지원하겠다"라며 "앞으로도 정보취약계층의 독서문화 접근성을 높이고 모두가 함께 누리는 포용적 도서관 서비스 제공에 최선을 다하겠다"라고 밝혔다. 인천광역시(시장 박찬대) 인천도서관 분관 청라호수도서관은 국립장애인도서관 공모사업에 선정되어 청각장애 어르신을 위한 '책이음 손말' 프로그램을 운영한다고 발표했다.

도서관에 따르면 이번 프로그램은 인천농아인협회 소속 60세 이상 청각장애 어르신을 대상으로 8월 5일부터 10월 26일까지 총 11회에 걸쳐 진행된다.

지난해 참여자 전원이 만족감을 표함에 따라 올해도 연속성 있는 프로그램으로 기획됐다. 도서관 견학을 시작으로 옛이야기 그림책 중심의 독서활동 8회, 배다리 헌책방 거리 탐방 및 이대원 화백 회고전 관람 등 문화예술 체험 2회가 연계되어 운영될 예정이라고 덧붙였다.

이처럼 외부 공모사업 예산을 확보해 문화 접근성이 낮은 청각장애 어르신들에게 수어 중심의 맞춤형 독서 활동과 외부 현장 체험 기회를 제공하는 것은 정보 취약계층의 문화 격차를 줄인다는 측면에서 긍정적인 시도로 볼 수 있다.

다만 국가 기관의 한시적 공모 예산에 의존해 특정 단체 회원만을 대상으로 수개월간 11차례 행사를 진행하는 것에 그치면서, 마치 지역 전체 정보 취약계층을 위한 도서관 서비스가 크게 향상된 것처럼 홍보하는 것은 생색내기용 행정이라는 지적을 면하기 어렵다. 외부 공모 선정에 목매는 일회성 이벤트를 넘어, 청각장애인을 포함한 모든 교통·정보 약자들이 평소에도 제약 없이 도서관을 찾아 이용할 수 있도록 전문 수어 통역 인력 배치와 시각 자료 확충 활동이 정례화되어야 할 것으로 보인다.

Incheon Metropolitan City (Mayor Chan-dae Park) announced that its Cheongna Lake Library branch was selected for a national grant program to operate the 'Chaek-ieum Son-mal' reading program for deaf seniors.

According to the library, the program will run for 11 sessions from August 5 to October 26 for deaf seniors aged 60 and older affiliated with the Incheon Association of the Deaf.

Building on high satisfaction scores from last year, the curriculum includes eight reading sessions focused on traditional folktales, along with two cultural excursions to Baedari Secondhand Bookstore Alley and an art exhibition.

While securing national grant funds to offer tailored sign language reading activities and cultural outings for deaf seniors offers a plausible narrative for narrowing cultural divides, skepticism remains.

Critics argue that relying on temporary national grants to serve a limited group over just 11 sessions while framing it as a sweeping advance in inclusive library services borders on administrative showmanship. Rather than relying on sporadic grant-funded events, the city needs practical measures that make public libraries permanently accessible to disabled residents on any given day.
