영천시에 따르면 김 시장은 민생경제 활성화를 위해 소상공인과 외식업계를 돕는 지역 업소 이용을 당부하고, 폭염 취약계층 보호 및 가뭄 대비 영농 지원 행정을 주문했다.

아울러 경상북도의 내년도 예산 편성이 시작되는 8월을 맞아 주요 현안 사업의 국·도비 확보에 선제 대응할 것을 강조했다. 복합민원 발생 시 전 과정을 총괄하는 '복합민원 책임관제'의 적극적인 운영과 함께 생활인구 확대를 시정 최우선 과제로 삼고 정책 발굴에 힘써줄 것을 당부했음을 덧붙였다. 회의 종료 후에는 이임하는 최정애 부시장의 인사 자리가 마련됐다.

이처럼 하반기 인사이동 이후 내부 조직을 정비하고 물가, 폭염, 가뭄, 민원 등 시정 주요 현안 전반을 점검하며 부서 간 협조를 구하는 것은 지방자치단체의 정례적인 시정 운영 관리 프로세스로 볼 수 있다.

다만 간부공무원들을 모아놓고 관내 식당을 이용하라는 식의 뻔한 훈시나 원론적인 당부를 늘어놓고 마치 대단한 민생 안정을 도모하는 것처럼 포장하는 것은 전형적인 생색내기 행정이라는 비판을 피하기 어렵다. 시청 내부 회의실에서의 말잔치나 보여주기식 훈시를 넘어, 영업에 어려움을 겪는 소상공인과 폭염 및 가뭄으로 타격을 입은 농민들이 현장에서 곧바로 지원을 느낄 수 있는 긴급 지원책 마련이 뒤따라야 할 것으로 보인다.

Rather than relying on symbolic City Hall meetings, the city needs practical measures that directly relieve the immediate burdens of local merchants and drought-affected farmers.
