[전남광주통합특별시/CTN]최영준 기자= 김영석 전남광주통합특별시 친환경농업과장이 현장점검 방침을 알리며 "단지대표와 방제업체는 공동방제 사전 신고제와 친환경 인증기준을 철저히 준수하고, 사전 예찰 및 피해 예방관리로 안전한 친환경농산물 생산에 힘써달라"라고 밝혔다. 전남광주통합특별시는 벼 병해충 방제작업이 집중되는 시기를 맞아 친환경농업단지 공동방제 안전관리와 인증기준 준수를 위한 현장점검 지도를 강화한다고 발표했다.

특별시와 시군에 따르면 국립농산물품질관리원과 협력해 8월 한 달간 친환경 벼 집적화단지를 대상으로 합동 현장점검에 나선다.

이번 점검에서는 방제 7일 전까지 자재 명칭과 공시번호 등을 기재한 신고서를 시군에 제출하고 방제 후 확인서를 제출하는 '공동방제 사전 신고제' 준수 여부를 집중 확인한다. 아울러 단지대표가 방제 현장에 입회해 금지 물질 혼입 여부를 확인하도록 지도하고, 인접 관행 농지로부터의 농약 비산 차단을 위해 완충지대 확보와 차단시설 설치 등 예방 조치를 추진한다. 시는 지난 7월 30일 단지대표와 방제업체 관계자 100여 명을 대상으로 사전 교육을 마쳤음을 덧붙였다.

이처럼 고온다습한 여름철 농약 비산이나 유해 물질 혼입으로 발생할 수 있는 친환경 농산물 인증 취소 피해를 막기 위해 사전 신고 절차를 마련하고 단속을 펼치는 것은 농산물 안전성 확보 차원에서 의미 있는 행보로 평가된다.

다만 방제 자재 확인이나 비산 방지 책임을 농가 단지대표에게 떠넘긴 채 사전 신고서와 확인서 제출 같은 서류 행정만 강화하는 것은 전형적인 생색내기 행정이라는 지적을 피하기 어렵다. 복잡한 절차와 보여주기식 점검에 그칠 것이 아니라, 의도치 않은 농약 비산으로 피해를 본 친환경 농가가 현장에서 즉시 구제받을 수 있는 피해 보상 체계 마련과 인접 경계 지역 차단망 설치 지원이 뒤따라야 할 것으로 보인다.

The inspections focus on verifying compliance with the 'Advance Notification System for Joint Pest Control,' which requires filing reports on chemicals and schedules seven days prior to spraying. Officials are also instructing complex leaders to attend spraying sites to check for unapproved substances and implement buffer zones against drift from adjacent conventional farms. The city added that it completed safety management training for around 100 farm leaders and contractors on July 30.

While regulating pesticide drift and non-certified chemical mixing during humid summer months offers a plausible narrative for safeguarding eco-friendly crop certifications, skepticism remains.

Critics argue that shifting inspection burdens onto local farm leaders while piling on paperwork borders on administrative showmanship. Rather than relying on rigid filing procedures and symbolic site visits, the city needs practical measures that directly protect eco-friendly farmers from unintended chemical drift losses.
