[대구/CTN]이수현 기자= 추경호 대구광역시장이 수해 대책을 지시하며 "시민의 생명과 안전이 최우선인 만큼 태풍이 오기 전에 방재인프라 보강을 조속히 완료하고, 재난은 항상 선제적으로 대응해야 한다"라며 "지금은 폭염이 이어지고 있지만 태풍과 집중호우는 언제든 발생할 수 있으니 방재시설과 대피체계를 모두 점검해 시민의 안전을 지키는 데 모든 역량을 집중하겠다"라고 밝혔다. 대구광역시는 지난 7월 17일 발생한 극한호우 피해를 계기 삼아 태풍과 집중호우에 선제 대응하기 위한 '5대 분야 중점 대책'을 추진한다고 발표했다.

대구시에 따르면 시는 소관 실국과 구·군이 참여하는 긴급 T/F를 구성해 피해 원인을 분석하고 방재 인프라 전면 보강에 나섰다.

우선 산림 토사 유출을 막기 위해 8월 말까지 피해 우려 지역 15곳에 사방시설 29개소를 설치 완료할 계획이다. 또한 빗물받이 전담 인력과 자율방재단을 투입해 저지대 준설 작업을 강화하고, 그동안 관리 사각지대에 있던 반지하 주차장과 지하상가를 관리 대상에 새로 포함하기로 했다. 이와 함께 하천 자동수위계와 스마트 침수알림시스템을 도입하며, 호우 예비특보 단계부터 주민 대피 준비를 마치도록 대응 체계를 개편한다고 덧붙였다.

이처럼 지난달 발생한 침수 피해 원인을 분석해 사방시설을 보강하고, 빗물받이 청소나 지하 공간 안전관리 등 도심 침수 위험 요인을 미리 점검하는 것은 추가 재해를 예방한다는 측면에서 필요한 조치로 평가된다.

다만 대형 수해가 발생한 직후에야 T/F를 구성하고 매번 반복되는 나열식 종합대책을 발표하며 치적으로 포장하는 것은 사후약방문식 생색내기 행정이라는 지적을 피하기 어렵다. 시청 차원의 대피 알림 문자나 현장 순찰 강화 같은 보여주기식 대책에 그칠 것이 아니라, 기습적인 시우량을 감당하지 못하는 도심 하수관로 용량을 크게 늘리고 저지대 빗물펌프장을 대폭 증설하는 등 시민들이 수해 공포에서 벗어날 수 있는 근본적인 토목 구조 개선이 우선되어야 할 것으로 보인다.

Rather than relying on symbolic patrol enhancements or warning text alerts, the city needs practical measures that fundamentally expand urban sewer capacities and upgrade pumping stations in vulnerable low-lying districts.
