[전북/CTN]최동주 기자= 이원택 전북특별자치도지사가 긴급 대책을 당부하며 "공직자 한 사람 한 사람의 관심과 신속한 대응이 도민의 생명과 안전을 지키는 일이다"라며 "도는 실국장을 중심으로, 시·군은 단체장을 중심으로 읍면동까지 행정력이 빈틈없이 전달될 수 있도록 전 공직자가 총력 대응해 달라"라고 밝혔다. 전북특별자치도(도지사 이원택)는 8월 5일 도청 재난안전상황실에서 실국장과 14개 시·군 단체장이 참석한 가운데 폭염·가뭄 대응 추진상황 긴급대책 점검회의를 개최했다고 발표했다.

전북도에 따르면 이번 회의는 폭염 장기화로 온열질환 우려가 커지고 강수 부족으로 인한 농업 및 생활용수 관리 필요성이 높아짐에 따라 마련됐다.

도는 독거노인과 고령 농업인 등 취약계층 안부 확인을 강화하고 야외 작업장의 휴식시간 준수 여부와 축산농가 환기 관리를 집중 점검하기로 했다. 가뭄 대응을 위해서는 저수율과 용수 공급 상황을 지속적으로 점검하고 시·군 협업을 통해 농업용수 공급 차질을 막겠다는 방침이다. 도는 재난안전대책본부를 중심으로 실시간 상황 관리체계를 가동한다고 덧붙였다.

이처럼 폭염과 가뭄이 장기화되는 상황에서 도지사와 지자체장들이 모여 취약계층 보호 방안을 점검하고 농업용수 관리 상태를 확인하는 것은 재난 대응 태세를 점검한다는 측면에서 필요한 절차로 볼 수 있다.

다만 폭염 피해와 가뭄 우려가 도내 전역으로 확산되는 상황에서 기관장들을 불러 모아 실태를 점검하고 훈시조의 당부나 전달하는 것은 사후약방문식 생색내기 행정이라는 지적을 피하기 어렵다. 도청 상황실에서 회의를 열고 지시 사항을 내려보내는 보여주기식 행정에 그칠 것이 아니라, 폭염 취약 지역에 살수차를 즉시 대거 투입하고 가뭄 지역에 비상 급수관로를 설치하거나 양수 장비를 조기 지원하는 등 도민들이 현장에서 바로 체감할 수 있는 실질적인 지원책이 우선되어야 할 것으로 보인다.

Critics argue that relying on top-down instructions and administrative meetings during severe heatwaves borders on administrative showmanship. Rather than issuing verbal directives from command centers, the province needs practical measures, such as immediately deploying water trucks to heat-affected areas and providing emergency pumping equipment directly to drought-vulnerable farms.
