[경기/CTN]김지우 기자= 최원용 평택시장은 "평택시 전역의 축제와 행사를 지역예술인과 함께 채워나감으로써 성장의 결실과 문화적 혜택이 시민의 삶에 고루 스며들게 할 것이다"라며 "민선 9기 시정 철학을 담은 '함께 성장하는 문화예술도시 평택'의 무대를 지역예술인 여러분께서 함께 만들어 주시기 바란다"라고 말했다. 평택시는 관내 예술인들의 무대 기회를 보장하는 '지역예술인 우선참여제'를 도입하고 8월 31일 관련 기관 및 단체와 업무협약을 체결했다고 밝혔다.

이번 협약에는 평택시를 비롯해 평택문화원, (사)한국예총 평택지회, (재)평택시문화재단 및 지역예술인 대표들이 참석했다. 협약에 따라 평택시는 축제 및 행사성 사업 집행 시 공연비의 일정 비율 이상을 지역예술인에게 지급하도록 노력하며, 필요한 예산 확보와 조례 개정 등 행정적 지원을 총괄하기로 했다.

협약 기관별로 평택문화원은 역사·문화 자원 연계 프로그램 개발을, 평택예총은 무대예술 전문 인력과 단체 발굴을 담당한다. 평택시문화재단은 통합 데이터베이스(DB)를 구축해 지역예술인과 무대를 매칭하는 역할을 수행한다.

평택시는 향후 축제성 사업 전반을 상시 점검해 이행 관리를 제도화하고, 적용 대상 사업을 점진적으로 확대해 나갈 계획이라고 밝혔다.

Under the agreement, Pyeongtaek City will endeavor to allocate a set percentage of performance fees to local artists and oversee administrative support, including budget securing and ordinance revisions.

By institution, the Pyeongtaek Cultural Center will develop programs linked to historical assets, while the Fine Arts Association will discover artistic personnel. The Pyeongtaek Cultural Foundation plans to establish an integrated database to handle matching.

Pyeongtaek City plans to continuously monitor festival-related projects to institutionalize compliance management and gradually expand target programs.
