[전남광주/CTN]최영준 기자= 정순관 전남자치경찰위원장은 "청소년안전보안관은 학교 현장에서 위험징후를 조기 발견하고 학교와 경찰, 전문기관을 연결해 신속하게 대응하기 위한 새로운 학생안전 모델이다"라며 "시범운영 성과와 학교 현장의 의견을 면밀히 살펴 전남의 지역 여건에 맞는 실효성 있는 학교안전 정책으로 발전시키겠다"라고 말했다. 전남자치경찰위원회는 학교 안팎의 학생 안전을 강화하기 위해 무안 오룡초등학교와 목포공업고등학교 2개교에서 '청소년안전보안관'을 시범 운영한다고 밝혔다.

청소년안전보안관은 전남자치경찰위원회가 사업을 총괄하고 전남광주통합특별시교육청, 전남경찰청, 전남도청소년미래재단이 전문성과 현장 자원을 연계하는 협업형 사업이다. 앞서 4개 기관은 지난 4월 업무협약을 체결하고 사업 추진을 준비해 왔다. 이번 사업은 최근 학교폭력이 사이버폭력, 가출, 비행 등으로 다양화되면서 단시간 순찰 위주의 기존 방식으로는 복합적 위험에 대응하기 어렵다는 판단에 따라 마련됐다.

시범운영 대상으로 지정된 오룡초와 목포공고에는 청소년안전보안관이 각각 배치돼 하루 8시간씩 상시 근무하게 된다. 전남도청소년미래재단이 인력 채용과 복무관리를 전담하며, 배치된 보안관은 학교폭력 예방 및 대응 지원, 위기학생 보호 및 상담 연계, 교내 순찰, 학교 주변 교통안전 위험요인 발굴, 경찰서 학교전담경찰관(SPO)과의 협력 업무를 수행한다.

보안관은 현장에서 학교폭력이나 비행 등 위험 징후를 발견하면 학교와 SPO, 관련 기관을 신속히 연결해 선제적인 보호 조치가 이뤄지도록 지원하는 역할을 맡는다.

전남자치경찰위원회는 시범운영 기간 동안 학교폭력 예방 및 위기학생 조기 발견 효과, 학교와 경찰 간 협업 성과, 현장 의견 등을 종합 분석한 뒤 실효성이 확인되면 사업 확대와 제도화 방안을 검토할 계획이라고 밝혔다.

The four institutions previously signed a business agreement in April to prepare the project. The decision was prompted by observations that traditional short-duration patrols have limitations in addressing diversifying issues such as cyberbullying, runaway behavior, and delinquency.

Under the pilot, officers will be assigned to each school to work eight hours daily, with the Jeonnam Youth Future Foundation managing recruitment and administration. The safety officers will undertake roles including violence prevention support, crisis student counseling linkage, campus patrols, identifying traffic hazards, and cooperating with School Police Officers (SPO).

When warning signs of violence or delinquency are detected, officers will quickly connect the school, SPOs, and relevant institutions to facilitate early intervention and protective measures.

The Jeonnam Autonomous Police Commission stated that it plans to analyze the pilot's effectiveness in violence prevention, safety management, and inter-agency collaboration, with intentions to review scaling up and institutionalizing the program if operational feasibility is confirmed.
