확대 천안시가 지난 18일 천안성성초등학교에서 ‘2026년 학교로 찾아가는 아동학대 예방교육’을 진행했다.

시는 19개 초·중학교 학생과 교사 1,900명을 대상으로 ‘2026년 학교로 찾아가는 아동학대 예방교육’을 본격 실시한다고 지난 19일 밝혔다. 시는 아동들의 눈높이에 맞춘 올바른 권리 의식을 심어주고 학대 차단 효과를 극대화하기 위해 지난 2024년부터 이 사업을 직접 기획해 선제적으로 운영해 오고 있다.

특히 이번 교육 체계는 철저한 데이터 분석과 현장 실태를 바탕으로 설계된 맞춤형 혁신 모델이라는 점에서 주목받고 있다. 시에 따르면 지난지해 12월 말 기준 아동 본인의 직접적인 학대 신고율은 38.7%로 매우 높은 수준을 기록하고 있다. 그러나 실제 학대 사례가 아닌 단순 비행 문제나 가정 내 갈등 등으로 인한 오인성 반복 신고 비율 역시 25.3%를 넘어서고 있는 실정이다. 시는 이러한 현장의 통계적 특성을 반영해 무조건적인 신고 독려를 넘어 학대의 정확한 개념과 올바른 대처 능력을 길러주는 인식 개선 교육체계를 정밀하게 구축했다.

올해부터는 교육의 깊이와 범위를 대폭 강화한다. 시는 기존 초등학생에 국한됐던 교육 대상을 중학생까지 전격 확대했으며, 데이터 분석을 통해 아동학대 신고율이 상대적으로 높게 도출된 관내 7개 고위험 지역 소재 학교를 우선 선별해 행정력을 집중 투입하기로 했다. 교육의 집중도와 몰입감을 높이기 위한 파격적인 시도도 돋보인다. 시는 국내 최고 수준의 심리극 전문가인 김영한 별자리사회심리극연구소장을 강사로 전격 초빙했다. 주입식 이론 강의에서 탈피해 아동들이 무대 위에서 직접 몸으로 부딪히며 자발적으로 참여하는 역할극(롤플레잉) 중심의 프로그램을 구성하여, 학생들이 아동학대의 명확한 기준과 위기 상황 대처 요령을 쉽고 흥미롭게 습득하도록 돕고 있다.

석재옥 천안시 아동보육과장은 "미래의 주역인 아동들이 자신의 정당한 권리와 아동학대의 개념을 올바르게 이해할 수 있도록 교육청 등 유관기관과 상시적인 긴밀한 거버넌스를 유지하겠다"라며 "천안시는 앞으로도 아동의 눈높이와 시대적 변화에 철저히 부합하는 실전형 예방교육을 지속해서 확대해 나가겠다"고 강력한 의지를 피력했다.

The city has officially invited Kim Young-han, director of the Constellation Socio-Psychodrama Research Institute and a top-tier expert in psychodrama, as an instructor. Breaking away from injected theoretical lectures, the city configured a program centered on role-playing where children voluntarily participate by physically bumping into each other on stage, helping students easily and interestingly acquire clear criteria of child abuse and crisis response tips.

Seok Jae-ok, head of the Cheonan City Child Care Division, expressed strong determination, stating, "We will maintain a constant, close governance with related organizations such as the office of education so that children, the leaders of the future, can properly understand their legitimate rights and the concepts of child abuse." She added, "Cheonan City will continuously expand practical prevention education that thoroughly complies with children's eye levels and contemporary changes."

Child abuse goes beyond a simple domestic issue to become a critical contemporary task that the entire local community must monitor and cure by forming a tight net. Cheonan City's proactive stride, which broke the limits of injected education and set out to precisely target high-risk areas by introducing an advanced educational technique called psychological role-play, is certain to serve as an exemplary milestone elevating the professionalism of the public child protection system to the next level.
