Kim Young-shin, Director of the International Cooperation Bureau of Incheon Metropolitan City, evaluated, "This achievement is the result of a combination of Incheon's excellent international conference infrastructure, geographical strengths, and global networks. We will continue to actively attract international conferences linked to strategic industries and further strengthen our status as an international MICE hub city." This is the city's stance on Incheon Metropolitan City and the Incheon Tourism Organization extensively promoting their record-high ranking by citing the announcement of the International Congress and Convention Association (ICCA). However, harsh criticism is raised that this is nothing more than a flashy packaging of simple 'number-filling' figures obtained by investing huge amount of citizens' taxes, and a typical 'showy performance administration' that ignores the practical economic ripple effects on the local community.

The most serious blind spot is that there is no concrete substance as to how much the 24 international conferences hosted by Incheon actually contributed to local small business owners or the tourism industry. ICCA statistics are simple quantitative indicators that include all small-scale academic or association meetings with 50 or more participants. The city is buried only in the rise of rankings, claiming to be on par with Seoul and Busan, but fails to reveal the proportion of large-scale international organization conferences or high-value-added business events. This is why some point out that the city is bent on 'hollow number-raising' by indiscriminately handing out hosting subsidies to fill the flashy convention centers in Yeongjong and Songdo.

In addition, the claim that it was linked to Incheon's strategic industries, such as bio and semiconductors, is close to a forced tailored patchwork for public relations. Most international conferences are driven by academia or private associations, making it difficult to view them as independent achievements led by Incheon's industrial policy. Rather, relying solely on the geographical privilege of airport accessibility, it is fixing the 'island MICE' phenomenon where event participants only stay inside the facilities of Songdo and Yeongjong before leaving. With the trickle-down effect leading to tourism consumption in Incheon as a whole or links with the old downtown being insignificant, using 'world 112th' as an achievement for public officials is a trick to cover up budget waste.

In the end, Incheon's international conference ranking marketing is the product of a hollow, performance-oriented exhibition administration. Compared to the budget poured into hosting one-off events, the actual benefits gained by the local community are severely lacking. Incheon City must stop superficial media play that fluctuates over a few steps in the rankings. Instead, it should focus its administrative power on inducing hosted international conferences to lead to practical business matching with local small and medium-sized enterprises, and building a systematic linked tourism infrastructure so that the consumption of MICE participants can flow into old downtown commercial districts.
