[CTN News / Reporter Ga Geum-hyun] It has been confirmed that the Seoul Metropolitan Government has responded systematically in accordance with prescribed procedures, including officially reporting the missing main reinforcement bars (rebar) in pillars discovered during the Yeongdong-daero Underground Complex Development project to the Korea National Railway (KR) a total of three times via official documents. Furthermore, a structural safety review conducted by a professional structural engineer revealed no immediate threats to the structure's integrity. The city has since finalized its ultimate reinforcement method and actively shared the details with relevant authorities.
According to the Seoul Metropolitan Government, the city immediately conducted an emergency on-site safety inspection upon receiving notification regarding the missing rebar from the contractor, Hyundai E&C.
A subsequent structural safety review confirmed that the current load applied to the pillars remains well within the capacity that the building's columns can sufficiently support. A certified structural engineer also issued an official opinion stating that "there are currently no issues with structural safety," allowing the city to proceed with construction while safety was fully secured. Throughout this process, a comprehensive and meticulous evaluation was conducted regarding structural stability, feasibility of construction, and future maintenance impacts under the proposed reinforcement methods.
Following the contractor's submission of the "Final Construction Plan for Pillar Reinforcement" on March 17, the Seoul Metropolitan Government thoroughly verified its field applicability and finalized the definitive reinforcement blueprint in April. Subsequently, the city officially shared the relevant details with KR on April 24 and the Ministry of Land, Infrastructure and Transport (MOLIT) on April 29, maintaining a tight-knit cooperative system.
This case is being evaluated as a prime example of Seoul's current safety management system functioning effectively on the ground. Under the established framework, the contractor first identified the error, and potential safety risks were preemptively thwarted through subsequent expert reviews.
In relation to this matter, Lim Choon-geun, Head of the Urban Infrastructure Headquarters of the Seoul Metropolitan Government, clarified the facts during a plenary session of the National Assembly's Public Administration and Security Committee on May 18, in response to an inquiry by Representative Oh Gi-hyoung of the Democratic Party of Korea.
"After receiving the report from the contractor (Hyundai E&C) on November 10 last year, we have been submitting monthly construction management reports in accordance with Article 10 of the entrustment agreement between the Seoul Metropolitan Government and the Korea National Railway," Lim testified.
Lim further emphasized, "We attached the inspection report containing the missing main rebar details to the construction management reports and officially reported it to KR via official letters on three separate occasions: November 13 and December 12 last year, and January 16 this year," firmly dismissing allegations of "delayed reporting" or "concealment" raised by some parties.
The Seoul Metropolitan Government plans to carry out rigorous construction and supervision in accordance with the finalized reinforcement plan. Moving forward, the city remains committed to making every effort alongside MOLIT and KR to ensure that the Yeongdong-daero complex development project is completed safely without further issues.
