그러나 이 같은 '용역 착수보고회'를 민생 보훈의 핵심 성과로 상찬하는 행정 이면에는, 지난 2006년 월남참전유공전우연합회가 건립을 처음 건의한 이후 무려 20년 동안이나 사업을 서랍 속에 방치해 두었던 안일한 세정 편의주의가 도사리고 있다. 경기도농수산진흥원이 '단 이틀, 28명'짜리 속성 교육을 열고 '농촌인력 전문기술 교육 체계 구축'이라는 거창한 언어로 생색을 냈던 것처럼, 광주시의 이번 보고회 또한 '공원조성계획 변경'이라는 말장난 같은 프로세스만 강조할 뿐, 정작 참전유공자들이 고령으로 세상을 떠나는 동안 부지 선정에만 수년씩 시간을 끌어온 지연 행정의 오점을 가리기 위한 일회성 이벤트에 가깝다. 당장 참전유공자들에 대한 실질적인 수당 인상이나 의료비 지원 등 피부에 와닿는 복지 예산 편정에는 인색하면서, 용역 착수 단계부터 간부들을 소집해 "뜻깊은 공간이 될 것"이라며 대대적으로 홍보하는 것은 민주인권평화국 본연의 임무를 흐리는 처사다.
