시는 지난 20일 시청 봉서홀에서 전 직원이 객석을 가득 메운 가운데 공공 행정의 신뢰성을 획기적으로 높이기 위한 ‘2026년 전 직원 개인정보 보호 및 보안 교육’을 실시했다고 밝혔다. 이번 교육은 최근 강력하게 개정된 개인정보 보호법의 핵심 골자를 현장에 신속히 이식하는 한편, 타 지자체 및 공공기관의 실제 행정처분 오점 사례를 가감 없이 공유하여 업무 담당자들의 보안 경각심을 최고조로 끌어올리기 위해 마련됐다.
교육 커리큘럼은 실무 현장에서 즉시 적용 가능한 실전형 내용으로 정교하게 짜였다. 주 주요 내용은 개인정보 보호법 개정 주요 내용, 개인정보 유·노출 및 오·남용 위반 사례 분석, 침해 사고 발생 시 즉각적인 단계별 대응 방안, 생성형 AI(최신 챗봇 및 데이터 분석 툴) 사용 시 반드시 사수해야 할 개인정보 보호 보안 수칙 등을 중심으로 심도 있게 진행됐다.
특히 시는 실제 공공기관에서 빈번하게 발생하는 개인정보 유출 사고와 법적 의무 위반에 따른 가혹한 행정처분 및 고발 사례들을 백서 형식으로 상세히 소개해 직원들에게 강한 시각적·정신적 경각심을 심어줬다. 이를 통해 공직자들이 실무 현장에서 무심코 행할 수 있는 데이터 오남용 등 보안 취약 요소를 스스로 송곳 점검하고 차단할 수 있는 자정 능력을 배양하는 데 집중했다.
시 관계자는 "이번 고강도 교육은 전 직원이 시민의 소중한 개인정보 보호가 공직 신뢰의 근간이자 타협할 수 없는 절대적 가치임을 다시 한번 뼈저리게 일깨우는 결정적 계기가 될 것"이라며 "70만 천안시민들이 단 일체의 정보 유출 불안감 없이 안심하고 첨단 공공서비스를 이용할 수 있도록 철저한 정보보호 마스터플랜을 구축하고 관련 실전 교육을 지속해서 확대해 나가겠다"고 강력한 의지를 피력했다.

The city announced that it officially conducted the '2026 Personal Information Protection and Security Training for All Employees' on the past 20th at the city hall's Bongseo Hall, with the venue packed by staff, to drastically enhance the reliability of public administration. This training was arranged to swiftly implant the core tenets of the recently strengthened Personal Information Protection Act into the field, while completely sharing actual administrative disposition flaw cases from other local governments and public institutions to raise security awareness among task managers to the highest level.
The educational curriculum was elaborately framed with practical contents immediately applicable to frontline tasks. Key topics focused in-depth on key details of the revised Personal Information Protection Act, analysis of personal data leaks, exposures, and misuse violations, immediate step-by-step counteraction plans upon breach incidents, and personal information protection security rules that must be strictly observed when utilizing generative AI tools.
Notably, the city introduced in written detail actual cases of personal information leaks and administrative dispositions due to duty violations frequently occurring in public sectors, instilling a strong mental alertness among employees. Through this, it concentrated on cultivating self-regulatory capabilities for public officials to pinpoint and cut off security vulnerabilities they might inadvertently commit in field operations, such as data misuse.
A city official expressed strong determination, stating, "This high-intensity training will serve as a decisive catalyst for all employees to once again deeply realize that protecting citizens' precious personal information is the basis of public trust and an absolute value that cannot be compromised."
