아울러 소아당뇨인협회 등 전문 단체와 협력해 질병과 장애에 대한 편견을 깨는 통합교육 어울림 프로그램을 도입한다. 이를 통해 장애와 비장애의 경계를 허물고 올바른 인권 의식이 뿌리내린 학교 문화를 조성한다는 방침이다.
이명수 후보는 "특수교육은 시혜적인 복지가 아니라 헌법이 보장한 기본적인 권리이다"라며 "장애를 가졌다는 이유로 소외되지 않도록 아이들의 생애 전체를 책임지는 든든한 버팀목이 되겠다"고 다짐했다.
이번 공약은 교육의 평등 가치를 실현하고 사회적 약자를 품는 포용적 행정의 시금석이 될 것이다. 장애 학생의 자립이 개인의 문제를 넘어 지역 사회의 건강한 성장을 견인하는 핵심 동력이 되기를 기대한다.

On May 13, the candidate announced a special education pledge centered on expanding support staff and modernizing facilities. This pledge focuses on resolving the practical concerns of disabled students and their parents with a detailed design that covers social advancement after graduation, not just support within the classroom.
The core is to reinforce manpower and improve the environment reflecting the voices of the field. The plan is to significantly increase special education support staff to enable close-contact support for each student with disabilities, thereby reducing the burden on teachers and increasing the density of education. In addition, the candidate plans to thoroughly guarantee the learning rights of disabled students by modernizing aging special class facilities directly related to safety into smart environments.
Candidate Lee emphasized future design rather than simple charitable welfare and promised to significantly expand vocational major courses leading to employment after high school graduation.
