[Cheonan/CTN] Reporter Kang Hyun-su = Lee Seong-jin, a candidate for Cheonan Mayor from the New Reform Party, has declared a full-scale overhaul of Cheonan City's administration and established a step-by-step vision for the AI era, presenting a blueprint for municipal operation in response to rapid technological changes.
Candidate Lee mentioned the recent discussions on AI utilization in the film industry, stating, "The core of the AI era is not debating who is more important between humans and AI, but accurately understanding the characteristics and limitations of AI and deciding how our society will use it." Regarding the Academy Awards' recent establishment of criteria limiting eligibility for AI-created works, he diagnosed it as "a defensive response to protect human creation, and at the same time, a process of creating standards for which human efforts should be protected and which can be replaced by AI."
The background of this insight lies in Lee's career as a photographer. He emphasized that AI is in the same flow, saying, "About 20 years ago, during the transition from film to digital, the debate between film and digital cameras lasted for over 10 years, but eventually the world set a direction, and now understanding the technology has become more important." He argued that since the debate over whether to use AI has progressed sufficiently, society must now define the problems AI will create and begin social discussions on specific utilization methods.
Candidate Lee strongly criticized the reality where local administrations' response to AI remains a mere slogan. He promised, "Simply saying we will utilize AI is not enough," and confirmed, "I will establish a mayor-direct AI response conference system so that the entire administration can become a top-tier organization in terms of AI understanding and proficiency." This system, composed of administrative innovation departments, civil petitions, welfare, legal affairs, regional experts, and citizen representatives, will serve as a core engine to check AI-applicable tasks and risk factors while setting Cheonan-style administrative standards.
As a specific implementation strategy, he presented a five-step roadmap: diagnosis, setting standards, training public officials, applying for citizen-felt fields, and evaluation and expansion. The plan is to categorize tasks across the administration, establish principles for utilization, conduct proficiency training for all officials, and then apply AI starting from areas closely related to citizen life, such as civil petition response and data analysis. Proven fields will be expanded to all departments to maximize administrative efficiency.
Lee emphasized, "The burden of technological change should not be passed on to individual citizens or single public officials," and added, "Cheonan City's administration must learn first, create standards first, and guide citizens." This policy proposal is evaluated as a reflection of Lee's strong innovative will to redefine the role of administration following technological development and transform Cheonan into a future-oriented intelligent city. Attention from voters is focused on what changes will be brought about by the promise that the administration will take the lead to open the way so that citizens do not have to endure alone.
