이에 대해 이 예비후보는 장애인 이동권 보장을 최우선으로 하는 교통과 보행, 길 환경을 전면 정비하겠다고 확약했다. 특히 고령 장애인 맞춤 돌봄을 단순한 수발 차원을 넘어 시설 기반의 주거와 건강 관리, 사회참여 지원과 하나로 결합하는 통합지원계획을 수립해 실행에 옮기겠다는 구상이다.
실무적인 실행 원칙 또한 명확히 했다. 이 예비후보는 현장 협의체를 상설화해 정책의 빈틈을 지속적으로 보완하고 바로 실행 가능한 대안으로 완성하겠다고 밝혔다. 특히 장애인 당사자와 복지기관이 직접 참여하는 정기 협의체를 구성해 제도의 실질적인 효용성을 점검하고, 데이터에 기반한 접근성과 돌봄 만족도 지표를 철저히 관리하겠다는 방침이다.
이성진 예비후보는 "복지 서비스가 서류상의 기록이 아닌 시민들의 실제 생활권에서 피부로 체감되는 구조로 완전히 전환되어야 한다"며 현장 중심의 행정 개혁을 재차 강조했다.
이번 정책 제안은 관성적인 복지 행정에서 벗어나 수요자 중심의 유기적인 안전망을 구축하려는 혁신적인 시도로 평가된다. 장애인의 권리가 문서가 아닌 일상의 삶 속에서 온전하게 보장받는 도시 천안을 만들기 위한 이번 공약이 지역 사회의 복지 수준을 한 단계 격상시키는 결정적 전환점이 될 것으로 기대된다.

[Cheonan/CTN] Reporter Kang Hyun-su = Lee Seong-jin, a candidate for Cheonan Mayor, has presented a comprehensive support paradigm that integrates housing, health, and social participation to resolve the chronic problem of fragmented systems in disabled mobility and care.
Through a meeting held in the past at Hanbit-in, a social welfare corporation in Cheonan, Candidate Lee listened to the voices of disabled individuals and welfare institutions. He strongly criticized the reality where mobility rights, preparations for an aging population, and facility care are operated separately, thereby weakening actual support. In the field, there were desperate pleas that the mobility rights of elderly disabled people and facility care are not organically connected, creating blind spots in welfare.
In response, Candidate Lee promised to completely overhaul the transportation, pedestrian, and road environments, prioritizing the guarantee of mobility rights for the disabled. In particular, his plan is to establish and implement an integrated support plan that combines customized care for the elderly disabled with facility-based housing, health management, and social participation support, moving beyond simple caregiving.
He also clarified practical implementation principles. Candidate Lee stated that he would make the field consultative body permanent to continuously supplement policy gaps and complete them as immediately executable alternatives. In particular, he plans to form a regular consultative body in which disabled individuals and welfare institutions directly participate to check the practical effectiveness of the system and strictly manage indicators such as accessibility and care satisfaction based on data.
Candidate Lee Seong-jin emphasized, "Welfare services must be completely transformed into a structure that can be felt in the actual daily lives of citizens, rather than just being records on paper," reiterating his commitment to field-centered administrative reform.
This policy proposal is evaluated as an innovative attempt to move away from conventional welfare administration and build a consumer-centered organic safety net. It is expected that this pledge to create Cheonan, a city where the rights of the disabled are fully guaranteed in daily life rather than just on documents, will serve as a decisive turning point in elevating the welfare level of the local community.
