[Education/CTN] Reporter Ga Keum-hyeon = Despite legislative amendments and government measures aimed at protecting teacher rights, the actual impact felt by educators in the field remains negligible, according to a report by CTN, South Korea's leading internet newspaper.

In particular, indiscriminate child abuse reports filed by parents have been identified as the primary cause of teacher rights violations. Consequently, voices calling for more effective and practical countermeasures are growing louder.

According to the "2025 Teacher Rights Protection and Professional Counseling Performance Report" released on the 11th by the Korean Federation of Teachers' Associations (KFTA) (President Kang Ju-ho), there were a total of 438 consultation cases regarding teacher rights violations last year. Among these, "victimization by parents" accounted for 199 cases (45.4%), ranking first for the fourth consecutive year since 2022.

The Abuse of "Child Abuse" Claims
The most alarming trend highlighted in the report is the rampant misuse of child abuse reports. Out of the consultations involving parental harassment, 74 cases (59.2% of the 125 cases related to "student guidance") were linked to child abuse allegations.

Key examples show that even essential classroom management is being reported as abuse, such as:

Holding a students shoulder to stop them from approaching threateningly.

Using a hand to maintain distance from a student who was crowding the teacher during dismissal guidance.

Giving a warning to a child who was talking loudly during class.

In some extreme "victim-blaming" cases, parents even filed child abuse charges against teachers who were physically assaulted by the students themselves.

Policy vs. Reality: A Growing Disconnect
While the government announced a comprehensive plan for teacher rights protection in January 2026, the reaction from those on the front lines remains cold. A survey of 3,551 teachers nationwide conducted last April revealed that only 12% felt that "teacher rights are being well-protected," while 65.8% responded that "educational activities are not being protected." This underscores a severe gap between policy and reality.

Violations by students are also crossing the line. Incidents have escalated to include teachers being severely injured by students wielding baseball bats or sexual harassment involving inappropriate messages written on digital whiteboards.

KFTA's Demands: A 23-Point Comprehensive Plan
Kang Ju-ho, President of KFTA, lamented the current state of education: "How can proper education take place when teachers are unable to even admonish wrongful behavior?"

To overcome this crisis, KFTA has strongly urged the government and the National Assembly to immediately adopt a "Comprehensive Teacher Protection Plan" consisting of 23 measures across five key areas. Their primary demands include:

Amending the Child Welfare Act to clarify ambiguous standards for "emotional abuse."

Legislate the "non-referral" (non-prosecution) of child abuse reports when they stem from legitimate educational activities.

Full implementation of a "State-Guaranteed System for Teacher Litigation."

Mandatory counter-lawsuits against malicious complaints.

Recording serious violations of teacher rights in students' School Life Records.

"The state, as the appointing authority, must step up so that teachers do not have to fight lonely legal battles alone," a KFTA official stated. "We will continue our nationwide teacher petition drive until substantive legislation is enacted."

Currently, KFTA is strengthening its support system for members, providing legal fees and "healing grants" for those victimized by false child abuse reports.
