[천안/CTN]강현수 기자 = 천안시가 오는 21일부터 시작되는 공식 선거기간을 앞두고 공무원의 불법 선거 관여를 원천 차단하고 엄격한 공직기강을 확립하기 위해 전 소속 공직자와 시민들을 대상으로 공직선거법 준수를 당부하고 나섰다.

이번 조치는 오는 21일부터 6월 3일까지 이어지는 본격적인 선거운동 기간 동안 발생할 수 있는 행정력의 선거 개입 소지를 사전에 전면 차단하기 위한 선제적 조치다. 이 기간 중 공무원을 비롯한 제한 대상자들은 국가나 지방자치단체의 예산으로 시행하는 사업 중 즉시 공사를 진행하지 않는 사업의 기공식을 거행할 수 없다. 또한 정상적인 업무 외의 출장이나 휴가 기간 중 업무 관련 기관 및 시설을 방문하는 행위도 엄격히 금지된다. 공무원이 선거기간 중 선거운동과 관련해 출장 일정을 조율하는 행위 등도 판례에 따라 엄격한 제한을 받는다.

공공기관의 선심성 행정과 민간 단체의 조직적 선거 개입을 차단하기 위한 촘촘한 그물망 규제도 전격 가동된다. 천안시를 포함한 국가기관과 지방자치단체는 환경미화원, 구두미화원, 가두신문판매원, 우편집배원 등에게 일체의 위문품을 제공할 수 없다. 국민운동단체와 주민자치위원회 역시 회의를 포함한 모든 모임 개최가 원칙적으로 제한된다. 선거에 영향을 미치게 하기 위한 목적으로 공직선거법에 규정된 것 이외의 연설, 대담, 토론회를 개최하는 행위는 누구를 막론하고 금지되며 향우회, 종친회, 동창회, 단합대회, 야유회 등 선거에 영향을 미칠 수 있는 모든 집회와 모임의 개최가 불가능하다. 다만 주민 반상회는 특별한 사유가 있는 경우에 한해서만 제한적으로 허용된다.

이번 공직선거법상 제한을 적용받는 대상은 국회의원과 그 보좌진, 지방의회 의원을 제외한 공무원 전원이다. 선상투표 실시 선박의 선장과 정부 보유 지분이 50% 이상인 공공기관 및 지방공사·공단의 상근 임원, 통·리·반장, 주민자치위원도 법적 규제 범위에 직접 포함된다. 아울러 예비군 중대장급 이상 지휘관과 바르게살기운동협의회, 새마을운동협의회, 한국자유총연맹의 상근 임직원 및 구·시·군 조직 이상의 대표자 등 선거 영향력이 큰 인물들도 전방위적인 제한을 받게 된다.

시 관계자는 "선거기간 개시를 앞두고 철저한 공직기강 확립을 통해 선거법 위반 사례가 발생하지 않도록 관련 규정을 철저히 숙지하고 준수해 주시길 바란다"고 강력히 촉구했다.

공정한 선거는 민주주의의 근간이자 행정의 중립성에서 출발한다. 선거철마다 불거지는 공직사회의 선거 개입 논란을 뿌리 뽑기 위해 전방위적 규제를 선포한 천안시의 이번 조치는 공직기강의 투명성을 한 단계 끌어올리는 엄중한 경고장이 될 것이며, 일탈 없는 깨끗한 선거 문화를 정착시키는 결정적 계기가 될 것이다.

[Cheonan/CTN] Reporter Kang Hyun-su = Cheonan City has urged all its public officials and citizens to strictly comply with the Public Official Election Act in order to fundamentally block illegal election intervention by civil servants and establish strict public discipline ahead of the official election period starting on the coming 21st.

This measure is a preemptive move to completely block any potential intervention of administrative power in the election during the full-scale campaign period running from May 21 to June 3. During this period, civil servants and other restricted individuals are prohibited from holding groundbreaking ceremonies for projects funded by national or local government budgets unless construction begins immediately. Furthermore, business trips outside of normal duties or visits to work-related agencies and facilities during vacation periods are strictly forbidden. According to judicial precedents, actions such as adjusting business trip schedules in connection with election campaigns during the election period are also strictly restricted for public officials.

Tight net-like regulations will also be fully operated to block populist administration by public institutions and organized election intervention by private groups. National agencies and local governments, including Cheonan City, are barred from providing any comfort gifts to street sweepers, shoe shiners, street newspaper vendors, and mail carriers. National movement organizations and resident autonomy committees are also fundamentally restricted from holding any meetings, including regular assemblies. Holding speeches, dialogues, or forums for the purpose of influencing the election other than those specified in the Public Official Election Act is prohibited for everyone, and gatherings that could influence the election, such as hometown associations, clan gatherings, alumni associations, pep rallies, and picnics, cannot be held. However, neighborhood Ban-sang-hoe meetings are exceptionally permitted only under special circumstances.

The scope of individuals subject to these restrictions under the Public Official Election Act covers all public officials, excluding members of the National Assembly and their aides, and local council members. Captains of vessels conducting shipboard voting, full-time executives of public agencies and local public corporations or metropolitan authorities where the government holds a stake of 50% or more, Tong/Ri/Ban chiefs, and resident autonomy committee members are directly included within the scope of legal regulation. Furthermore, individuals with significant electoral influence, including reserve forces company commanders and above, full-time executives and staff of the Council for Better Living, the Saemaul Undong Council, and the Korea Freedom Federation, as well as representatives of district, city, or county-level organizations or higher, will face comprehensive restrictions.

A city official strongly urged, "With the start of the election period ahead, we hope everyone thoroughly understands and observes the relevant regulations to ensure that no violations of the election law occur through the establishment of thorough public discipline."

Fair elections are the foundation of democracy and begin with administrative neutrality. Cheonan City's declaration of comprehensive restrictions to eradicate controversies over public sector intervention that surface every election season will serve as a stern warning that elevates the transparency of public discipline to the next level, acting as a decisive catalyst to establish a clean and deviation-free election culture.
