[Cheonan/CTN] Reporter Kang Hyun-su = Cheonan City has urged all its public officials and citizens to strictly comply with the Public Official Election Act in order to fundamentally block illegal election intervention by civil servants and establish strict public discipline ahead of the official election period starting on the coming 21st.

This measure is a preemptive move to completely block any potential intervention of administrative power in the election during the full-scale campaign period running from May 21 to June 3. During this period, civil servants and other restricted individuals are prohibited from holding groundbreaking ceremonies for projects funded by national or local government budgets unless construction begins immediately. Furthermore, business trips outside of normal duties or visits to work-related agencies and facilities during vacation periods are strictly forbidden. According to judicial precedents, actions such as adjusting business trip schedules in connection with election campaigns during the election period are also strictly restricted for public officials.

Tight net-like regulations will also be fully operated to block populist administration by public institutions and organized election intervention by private groups. National agencies and local governments, including Cheonan City, are barred from providing any comfort gifts to street sweepers, shoe shiners, street newspaper vendors, and mail carriers. National movement organizations and resident autonomy committees are also fundamentally restricted from holding any meetings, including regular assemblies. Holding speeches, dialogues, or forums for the purpose of influencing the election other than those specified in the Public Official Election Act is prohibited for everyone, and gatherings that could influence the election, such as hometown associations, clan gatherings, alumni associations, pep rallies, and picnics, cannot be held. However, neighborhood Ban-sang-hoe meetings are exceptionally permitted only under special circumstances.

The scope of individuals subject to these restrictions under the Public Official Election Act covers all public officials, excluding members of the National Assembly and their aides, and local council members. Captains of vessels conducting shipboard voting, full-time executives of public agencies and local public corporations or metropolitan authorities where the government holds a stake of 50% or more, Tong/Ri/Ban chiefs, and resident autonomy committee members are directly included within the scope of legal regulation. Furthermore, individuals with significant electoral influence, including reserve forces company commanders and above, full-time executives and staff of the Council for Better Living, the Saemaul Undong Council, and the Korea Freedom Federation, as well as representatives of district, city, or county-level organizations or higher, will face comprehensive restrictions.
