확대 천안시가 삼은초등학교 일대를 ‘보행자 우선도로’로 지정하고 보행친화형 블록 디자인 포장 등을 도입했다.

[천안/CTN]강현수 기자 = 천안시가 어린이들의 진심 어린 바람이 담긴 손편지에 응답해 서북구 직산읍 삼은초등학교 일대의 통학 환경을 안전한 보행자 중심 공간으로 전격 탈바꿈시켰다. 시는 삼은초등학교 정문 앞 190m 구간을 보행자 우선도로로 최종 지정하고 이를 기념하는 정비 사업을 완벽히 마쳤다고 19일 밝혔다. 이번 사업에는 총 6600만 원의 예산이 집중 투입되어 어린이 통학 안전을 확보하기 위한 첨단 교통 안전 인프라가 전면 도입됐다.

그동안 삼은초등학교 정문 앞 이면도로는 등하교 시간대마다 학생들과 차량이 위험천만하게 뒤섞여 안전사고 발생 위험이 매우 크다는 지적이 지역사회에서 꾸준히 제기되어 왔다. 특히 보행자와 차량 통행량이 모두 빈번함에도 불구하고 별도의 보도가 설치되어 있지 않아 차량끼리 교행조차 어려운 최악의 실정이었다. 이에 삼은초등학교 학생들은 지난 2024년과 2025년에 걸쳐 관할 경찰서에 통학로 환경을 개선해 달라는 간절한 메시지가 담긴 손편지를 직접 작성해 전달하기도 했다.

어린이들의 자발적인 요청에 따라 천안시는 천안서북경찰서와 지난 지난해 11월부터 긴밀한 행정 협의를 시작했으며 지난 3월 30일 보행자 우선도로 지정을 공식 완료했다. 이번에 지정된 보행자 우선도로에서는 차량 운전자의 법적 의무가 대폭 강화된다. 운전자는 보행자 옆을 지날 때 반드시 안전거리를 유지하며 서행해야 하며 보행자의 통행에 조금이라도 방해가 될 경우 즉시 일시 정지해야 하는 강력한 의무를 지게 된다.

시는 보행자 중심의 쾌적한 도로 환경을 조성하기 위해 보행친화형 블록 디자인 포장을 전면 실시하고 안내 표지판과 노면 표시를 곳곳에 꼼꼼히 확충했다. 특히 삼은초 진입로 횡단보도에는 야간이나 기상 악화 시에도 보행자를 쉽게 식별할 수 있는 바닥신호등과 적색 신호 잔여시간 표시기를 선제적으로 설치해 차량 중심이었던 기존 도로를 보행자 안전이 절대적으로 보장되는 공간으로 완벽히 변화시켰다.

김석필 천안시장 권한대행 부시장은 "이번 보행자 우선도로 조성은 어린이 통학 안전을 위해 아이들과 학부모, 경찰, 학교 등 관계기관이 함께 머리를 맞대고 노력해 얻어낸 가장 값진 결과물"이라며 "앞으로도 시민 누구나 안심하고 걸을 수 있는 안전한 교통환경을 만드는 데 시정 역량을 총동원하겠다"고 강조했다.

이번 정비 사업은 어린 학생들의 자발적인 목소리에 지자체와 경찰이 유기적인 공조로 화답해 현장의 위험 요소를 완전히 뿌리 뽑은 민관 협치의 모범적인 이정표다. 단순한 도로 정비를 넘어 지역 공동체의 미래인 어린이들의 안전권을 최우선으로 보장하려는 천안시의 선제적 행정은 향후 도내 어린이보호구역 교통 정책의 혁신적인 표준 모델로 자리 잡을 것이 확실하다.

The city announced on the 19th that it officially designated a 190-meter section in front of the main gate of Sameun Elementary School as a pedestrian priority road and successfully finalized the corresponding improvement project. A total budget of 66 million KRW was intensively deployed for this project, introducing advanced traffic safety infrastructure to secure child commuting safety.

Until now, the alleyway in front of the main gate of Sameun Elementary School had been highly pointed out by the local community as posing a severe risk of safety accidents, as students and vehicles dangerously intermingled during pick-up and drop-off hours. In particular, despite heavy traffic from both pedestrians and vehicles, there was no separate sidewalk, making it even difficult for vehicles to pass each other. In response, students of Sameun Elementary School personally wrote and delivered heartfelt letters to the local police station over 2024 and 2025, requesting improvements to their school commuting environment.

Following the children's voluntary requests, Cheonan City initiated close administrative consultations with the Cheonan Seobuk Police Station in November of last year and officially completed the designation of the pedestrian priority road on March 30. Within the newly designated pedestrian priority road, the legal obligations of vehicle drivers will be drastically enhanced. Drivers must maintain a safe distance and drive slowly when passing pedestrians, and face a strict obligation to come to a temporary stop immediately if they cause any hindrance to pedestrian traffic.

To establish a pleasant, pedestrian-centered road environment, the city completely applied a pedestrian-friendly block design pavement and meticulously expanded information signs and road markings throughout the area. Notably, crosswalks at the entrance of Sameun Elementary School were equipped with in-ground traffic lights and red-light countdown timers, which allow for easy pedestrian identification even at night or during adverse weather conditions, perfectly turning what was a vehicle-centered road into a space where pedestrian safety is absolutely guaranteed.

Kim Seok-pil, Vice Mayor and Acting Mayor of Cheonan, emphasized, "This establishment of a pedestrian priority road is a most valuable outcome achieved through the joint efforts and brainstorming of children, parents, the police, schools, and related organizations for the safety of children commuting to school," adding, "We will continue to mobilize all municipal capabilities to create a safe traffic environment where any citizen can walk with peace of mind."

This improvement project serves as an exemplary milestone of public-private cooperation, where the local government and police organically collaborated to eradicate field hazards in response to the voluntary voices of young students. Moving beyond simple road maintenance, Cheonan City's proactive administration, which prioritizes the right to safety for children—the future of the local community—is certain to firmly establish itself as an innovative standard model for traffic policies in school zones across the province.
