이 후보가 최우선으로 정조준한 지역 현안은 신도시 지역의 고질적인 과밀학급 및 원거리 통학 문제다. 이 후보는 불당동과 청당동 등 신도시 과밀 지역에 빌딩이나 유휴 건물을 연계한 캠퍼스형 분교(분산 학교) 모델을 전격 도입하겠다는 파격적인 해법을 제시했다. 올해 안에 대상 부지와 건물을 확보해 리모델링 등 시범 운영 준비를 마치고 내년부터 본격 가동한다는 구상이다. 이 후보는 "학교 신설에 소요되는 막대한 예산과 행정적 시간을 획기적으로 절감하면서도 과밀 문제를 즉각적으로 해결할 수 있는 가장 현실적인 카드"라고 확신했다.
원거리 통학 안보를 책임질 교통 공약도 구체화됐다. 천안의 (가)천하태평, 아산의 (가)아싸!온버스라는 명칭의 충남 행복 등굣길 패스를 도입해 모든 초·중학생에게 무상 통학버스를 제공한다. 여기에 어린이 교통안전 지도사와 퇴직 경찰·소방관 등을 대면 인계 전문인력으로 채용해 등하굣길 안전을 교육청이 100% 책임지도록 해 학부모들의 교통봉사 부담을 완전히 걷어낼 방침이다.
첨단 산업 거점인 지역 특성을 살린 미래형 교육 인프라 구축 방안도 돋보인다. 천안에는 AI·로봇·미래자동차 중심의 대규모 실습·체험 통합 센터를, 아산에는 스마트 제조 및 자동차 산업과 연계한 기업 협력형 AI 직업교육체험센터를 각각 신설한다. 또한 아산 탕정 지역의 충남외고, 충남삼성고, 탕정고(개교 예정)를 하나로 묶어 학교 간 통합 시간표를 도입하고 특화 수업을 정식 학점으로 교차 이수하는 충남 최초의 미래이음 공유캠퍼스를 내년부터 시범 가동해 지역 인재의 수도권 유출을 원천 차단하겠다는 포부도 밝혔다.
학부모들의 실익을 챙기는 생활 밀착형 공약도 대거 포함됐다. 천안·아산 지역에 광역급식센터를 신설해 방학 중 늘봄학교 이용 아동들에게도 최고급 무상 급식을 빈틈없이 지원하고, 원도심의 학교 유휴시설을 과감히 리모델링해 주민과 학생이 함께 공유하는 교육문화복합 공간으로 재탄생시킬 계획이다. 이 외에도 취업 지원센터 설립, 방과후 활동비 및 기자재 지원, 학교 주변 교통안전 시설 확충, 카페형 라운지를 갖춘 학부모 심리상담센터 설립 등을 촘촘하게 전개한다.
이병도 후보는 "39년 동안 오직 교실 현장을 지켰고 천안의 교육 행정을 직접 진두지휘했던 전직 천안교육장으로서 천안·아산의 교육 지도를 누구보다 완벽하게 꿰뚫고 있다"라며 "검증된 실력과 강한 실행력으로 천안·아산 학부모들과 교육 주체들의 해묵은 갈증을 확실하게 해결하겠다"고 강력한 의지를 피력했다.
학교 신설이라는 행정 편의주의적 대기 전술에서 벗어나 캠퍼스형 분교와 유기적 공유 캠퍼스라는 구조적 대안을 들고나온 이 후보의 이번 공약은 교육 행정의 패러다임 전환을 선언한 이정표다. 지자체의 산업 기반과 공교육 시스템을 정교하게 융합해 인재 유출을 막고 교육 격차를 해소하려는 이 공세적인 행보가 천안·아산의 교육 백년대계를 새롭게 세우는 확실한 분수령이 될 것으로 확신한다.

[Cheonan/CTN] Reporter Kang Hyun-su = Lee Byeong-do, the unified democratic and progressive candidate for Chungnam Education Superintendent, has officially declared high-intensity special pledges that will completely alter the educational landscape of the Cheonan and Asan regions—the largest strategic strongholds and hearts of Chungnam education.
Candidate Lee held a press conference on the 20th and announced a regional customized innovation roadmap, stating, "I will mobilize my unrivaled field administrative experience and practical capabilities accumulated during my days as the Chief of Cheonan Education Office to firmly raise Cheonan and Asan as the central capital of future education in South Korea," including early resolution of overcrowded classrooms, establishing the first 'Mirai-Ieum Shared Campus' in Chungnam, and building a 4th industry-specialized AI vocational education experience center. Lee is a proven educational expert who led field administration while serving as the Chief of the Cheonan Education Support Office for a year and six months from March 2024 to August 2025.
The regional pending issue that Lee targeted as a top priority is the chronic overcrowding of classrooms and remote commuting problems in new town areas. Lee presented an unconventional solution to introduce a campus-style branch campus (distributed school) model linked with buildings or vacant structures in overcrowded new town sectors such as Buldang-dong and Cheongdang-dong in Cheonan. The plan is to secure target sites and buildings within this year, complete preparations for pilot operations including remodeling, and launch full-scale operations starting next year. Lee asserted, "This is the most realistic card that can immediately resolve the overcrowding issue through student dispersion while drastically saving the massive budget and administrative time required for constructing new schools."
Transportation pledges to take responsibility for remote commuting security were also materialized. The city will introduce the Chungnam Happy School Route Pass named (tentative) 'Cheonha-Taepyeong' for Cheonan and (tentative) 'Assa! On-Bus' for Asan, providing free commuting buses to all elementary and middle school students. In addition, children's traffic safety guides and retired police officers or firefighters will be hired as specialized face-to-face transfer personnel to escort students from commuting hubs to schools, fully eliminating the burden of traffic safety volunteering for parents.
The construction plan for future-oriented educational infrastructure utilizing the regional characteristics of an advanced industrial hub also stands out. In Cheonan, a large-scale integrated practical training and experience center centered on AI, robots, and future automobiles will be newly built, while Asan will house a corporate cooperative AI vocational education experience center linked with smart manufacturing and automobile industries. Furthermore, Lee officially announced that the Chungnam Foreign Language High School, Chungnam Samsung High School, and Tangjeong High School (scheduled to open) in the Tangjeong area of Asan will be tied into one to introduce an integrated timetable across schools and pilot-run Chungnam's first Mirai-Ieum Shared Campus starting next year to fundamentally block the leakage of local talent to the metropolitan area.
A large number of lifestyle-oriented pledges benefiting parents also came to the table. A regional school meal center will be newly established in Cheonan and Asan to flawlessly support top-quality free meals even for children utilizing Neulbom School during vacations, and vacant school facilities in old downtowns will be boldly remodeled to be reborn as educational and cultural complex spaces shared by residents and students. Other tight operations include establishing a employment support center, supporting after-school activity costs and equipment, expanding traffic safety facilities around schools, and establishing a parent psychological counseling center equipped with a cafe-style lounge.
Candidate Lee Byeong-do expressed strong determination, stating, "As a former Chief of Cheonan Education Office who personally commanded Cheonan's educational administration and protected classroom fields for 39 years, I know the educational map of Cheonan and Asan more perfectly than anyone else." He added, "With verified skills and strong execution capabilities, I will definitely resolve the deep-seated thirst of Cheonan and Asan parents and educational subjects."
