이어 예산과 행정의 한계를 뛰어넘기 위한 단계별 로드맵도 구체화했다. 박 후보는 "각 단체와 현장 전문가가 직접 참여하는 상설 협의체를 구성해 실무적인 운영방식을 건의하면 70만 천안시민들이 어떠한 복지 공백이나 불편도 겪지 않도록 이를 단기, 중기, 장기 정책으로 정밀하게 계획해 확실하게 실행할 방침"이라고 힘주어 말했다.
