정부가 진화하는 디지털 성범죄 리스크에 선제적으로 대응하기 위해 단순 실무자급 회의를 기관장급 상설 협의체로 격상하고, 행정 제재와 사법 수사, 피해자 구제를 하나의 파이프라인으로 연결한 점은 행정의 효율성을 극대화한 조치로 평가된다. 특히 공급망 와해를 선언하며 소지·시청자까지 엄정 수사하겠다는 경찰의 방침과, 방심위의 신속 심의 차단 정책이 결합함으로써 디지털 성착취물의 복제와 확산이라는 고질적인 악순환을 끊어낼 실질적인 동력을 확보했다는 대목은 정무적으로도 매우 고무적이다.
그러나 이러한 범정부 협의체의 출범과 기관장들의 결의가 단기적인 보여주기식 이벤트에 그치지 않기 위해서는, 날마다 고도화되는 다크웹이나 해외 보안 메신저 기반의 범죄를 실시간으로 추적·차단할 수 있는 '기술 집약적 사후 관리 시스템(포스트 인프라)'이 정교하게 뒷받침되어야 한다는 지적이 나온다. 부처 간 협의체를 만들었어도 정작 해외에 서버를 둔 불법 사이트의 도메인 변경이나 해외 플랫폼의 수사 불응 직후의 사후 대책이 미비하다면, 부처 간 서류 오가기 식의 '핑퐁 행정'으로 골든타임을 놓칠 우려가 크기 때문이다. 성평등가족부와 방미통위는 이번 킥오프 회의 이후 해외 수사기관 및 글로벌 빅테크 기업들과 직접 공조할 수 있는 사후 외교 채널을 상설화하고, 인공지능 기반의 '불법 영상물 자동 탐지·삭제 시스템' 고도화에 예산을 집중 투입해야 한다. 아울러 통합지원단에 전권에 준하는 사후 행정 조사권을 부여해 부처 간 칸막이를 허물어야만, 디지털 성범죄 피해자들이 온전한 일상으로 복귀하는 진정한 의미의 안전망을 완성할 수 있을 것이다.
