This pan-government consultative body is a new cooperative model where relevant agencies respond under shared responsibility beyond their respective roles. The Ministry of Gender Equality and Family has established a powerful judicial and administrative integrated governance in cooperation with related ministries to respond trans-institutionally to digital sex crimes that are becoming highly sophisticated, such as deepfakes utilizing artificial intelligence (AI) technology.
The Ministry of Gender Equality and Family announced that it held the kickoff meeting of the 'Pan-Government Digital Sex Crime Response Consultative Body' on the morning of the 9th along with the Broadcasting, Media and Communications Commission, the National Police Agency, and the Broadcasting, Media and Communications Review Committee to encompass the entire process of prevention, investigation, blocking, and victim support of digital sex crimes. The establishment of this pan-government consultative body is a measure to break through the current situation where the suffering of victims is aggravated due to non-compliance with deletion requests, continuous repeated postings, and reckless dissemination centering on illegal harmful websites. The four agencies have operated quarterly practical consultative meetings since signing a business agreement in November 2019. However, with the launch of the 'Pan-Government Joint Digital Sex Crime Victim Integrated Support Group' last May, they expanded and reorganized the practical consultative meetings into monthly meetings and newly established a head-of-agency level consultative body to accelerate decision-making speeds. At the meeting, Chairman Kim Jong-chul of the Broadcasting, Media and Communications Commission emphasized building a safe digital environment based on zero-tolerance principles, and Acting Commissioner Yu Jae-sung of the National Police Agency declared the dismantling of supply chains through tracking all stages from production and distribution to purchase, possession, and watching. Chairman Go Kwang-heon of the Broadcasting, Media and Communications Review Committee also promised to do his best to eradicate the distribution of illegal filmed materials by concentrating all review capabilities.
The government's move to upgrade simple practical-level meetings into permanent head-of-agency level consultative bodies to preemptively respond to evolving digital sex crime risks, and to connect administrative sanctions, judicial investigations, and victim relief into a single pipeline is evaluated as a measure that maximized administrative efficiency. In particular, the combination of the police's policy to strictly investigate even possessors and viewers while declaring the collapse of supply chains, and the review committee's rapid review blocking policy secured substantial driving force to cut off the chronic vicious cycle of copying and spreading digital sexually exploitative materials, which highlights smart political planning.
However, critics point out that for the launch of this pan-government consultative body and the determinations of agency heads to avoid ending up as short-term show-oriented events, a 'technology-intensive post-management system (post-infrastructure)' capable of tracking and blocking crimes based on the dark web or overseas secure messengers in real-time must be exquisitely supported. This is because even if a consultative body among ministries is created, if post-measures immediately following the domain changes of illegal websites with servers overseas or non-compliance with investigations by overseas platforms are insufficient, there are high concerns about missing the golden hour due to 'ping-pong administration' of documents moving between ministries. The Ministry of Gender Equality and Family and the Broadcasting, Media and Communications Commission must permanentize post-diplomatic channels capable of directly cooperating with overseas law enforcement agencies and global big tech companies after this kickoff meeting, and intensively invest budgets into upgrading artificial intelligence-based 'illegal video automatic detection and deletion systems.' Furthermore, only when substantial post-administrative investigation authority corresponding to full power is granted to the integrated support group to break down walls between ministries will they be able to complete a genuine safety net where digital sex crime victims return to intact daily lives.
