박 후보는 15일 성정동 선거사무실에서 천안YWCA 관계자들과 정책 간담회를 갖고 시민사회 현장의 고민이 담긴 정책 제안서를 전달받았다. 이번 만남은 제9회 전국동시지방선거를 앞두고 단순한 공약 나열을 넘어 현장 기반의 정책 논리를 개발하고 견고한 민관 협력 체계를 구축하기 위해 마련됐다.
이날 천안YWCA가 제시한 시민과 함께 만드는 돌봄·성평등·협치 도시 천안 슬로건 아래에는 4대 핵심 분야가 담겼다. 비영리단체의 자생력을 높이는 민관 협치 구축, 돌봄 공백 없는 안심 공동체 강화, 시정 전반의 성평등 거버넌스 실현, 여성 일자리 및 정주 여건 고도화 등이 골자다. 특히 NGO센터의 실질적 기능 강화와 24시간 긴급 돌봄 체계의 현장성 확보, 미래 인력 양성을 위한 AI 직무 역량 강화 교육 등 구체적인 실행 방안들이 심도 있게 논의됐다.
천안YWCA 관계자는 "그동안 천안시가 제도적 틀을 갖추는 데 집중했다면 이제는 시민들이 삶의 현장에서 체감할 수 있는 실질적인 변화가 필요하다"며 "현장의 전문성이 정책 입안 초기 단계부터 반영되는 구조가 정착되길 기대한다"고 전했다.
이에 박찬우 후보는 "천안YWCA가 현장에서 쌓아온 귀중한 경험과 고민이 담긴 정책 제안에 깊이 공감한다"며 "특히 돌봄에 대해서는 촘촘하게 민관 협력체계를 구축하고 지역 현장 전문가들과의 협력을 정례화하겠다"고 답했다. 이어 "제안해주신 소중한 의견들을 면밀히 검토해 시정 전반에 성인지 감수성이 스며들고 시민 참여가 일상이 되는 참여형 지방자치를 실현하기 위해 최선을 다하겠다"고 강조했다.
시민단체의 현장 목소리를 정책의 출발점으로 삼으려는 이번 행보는 행정의 효율성과 시민의 체감도를 동시에 높이는 유의미한 시도다. 제도라는 뼈대 위에 시민사회의 전문성이라는 살을 붙여나가는 박 후보의 민관 협치 의지가 천안의 미래 경쟁력을 결정짓는 핵심 동력이 될 것으로 기대된다.

On the 15th, Candidate Park held a policy meeting with officials from the Cheonan YWCA at his campaign office in Seongjeong-dong and received a policy proposal containing the concerns of the civil society field. Ahead of the 9th nationwide simultaneous local elections, this meeting was arranged to develop field-based policy logic beyond a simple list of pledges and to build a solid public-private cooperation system.
Under the slogan "Cheonan, a City of Care, Gender Equality, and Governance Created with Citizens," the Cheonan YWCA presented four core areas. These include establishing public-private partnerships to enhance the self-reliance of non-profit organizations, strengthening a secure community without care gaps, realizing gender-equal governance across the administration, and enhancing women's jobs and living conditions. In particular, specific implementation plans such as strengthening the practical functions of the NGO center, securing the field-readiness of the 24-hour emergency care system, and providing AI job competency enhancement training for future workforce development were discussed in depth.
An official from the Cheonan YWCA stated, "While Cheonan City has focused on establishing institutional frameworks, practical changes that citizens can feel in their daily lives are now necessary," adding, "We look forward to the establishment of a structure where field expertise is reflected from the initial stages of policy-making."
In response, Candidate Park Chan-woo replied, "I deeply empathize with the policy proposals containing the precious experiences and concerns that the Cheonan YWCA has accumulated in the field." He added, "Especially regarding care, I will build a tight public-private cooperation system and regularize cooperation with local field experts." He further emphasized, "I will carefully review the valuable opinions you suggested and do my best to realize 'participatory local autonomy' where gender sensitivity permeates the entire administration and citizen participation becomes a daily routine."
This move to take the field voices of civic groups as the starting point for policy is a meaningful attempt to simultaneously increase administrative efficiency and citizen satisfaction. It is expected that Candidate Park's will for public-private governance, which adds the 'flesh' of civil society's expertise to the 'skeleton' of institutions, will serve as a key driving force in determining Cheonan's future competitiveness.
