[천안/CTN]강현수 기자 = 천안시 서북구 중심권의 핵심 교통 동선이자 상습 정체 유발 구간인 쌍용고가차도가 도로 파손 위험을 뿌리 뽑고 구조적 안전성을 대폭 격상하기 위한 첨단 공법의 전면 보수 공사에 돌입했다.

서북구청은 고가교량의 구조물 안전성과 노면 포장의 내구성을 획기적으로 향상시키고 노후화된 교통안전 시설물을 전면 정비하기 위해 오는 21일부터 27일까지 일주일간 쌍용고가차도 일부 구간에 대한 전격적인 도로 통제를 단행한다고 21일 밝혔다. 이번 공사는 전 세계적인 기후변화 여파로 포트홀 발생이 잦아진 아스팔트의 한계를 깨부수고, 도심 대동맥의 교량 안보를 사수하기 위해 선제적으로 기획된 고강도 도로 정비 사업이다.

구는 기존의 낡고 균열이 심한 아스콘 포장을 전면 철거한 뒤, 교면 포장의 수명을 일반 공법 대비 수배 이상 연장시키는 고성능 라텍스 개질 콘크리트(LMC) 공법을 도입해 교면을 촘촘하게 재포장할 계획이다. LMC 공법은 콘크리트에 라텍스를 혼합해 투수성을 완벽히 차단하고 균열 저항성을 극대화하는 선진 첨단 기술로, 향후 겨울철 제설제 염화칼슘으로 인한 교량 상판 부식 문제를 원천 차단하는 방패 역할을 할 것으로 기대를 모으고 있다.

원종민 서북구청장은 일평균 수만 대의 차량이 통과하는 핵심 요충지인 만큼, 시민들의 출퇴근길 교통 불편을 최소화하기 위해 타성에 젖은 전면 통제를 거부하고 정교한 단계별 쪼개기 차로 통제 전략을 수립했다. 신방동 방향은 시민들의 이동 주권을 보장하기 위해 기존과 동일하게 2차로 전체 정상 통행을 유지한다. 반면 공사가 집중되는 쌍용동 방향은 전체 2개 차로 중 1개 차로씩만 순차적으로 막아 공사를 시행함으로써, 극한의 정체 상황 속에서도 상시 교차 통행이 가능하도록 행정력을 집중해 유기적으로 운영할 방침이다.

물리적 차단과 함께 공사 구간 내 돌발적인 교통 혼잡과 인명 안전사고를 예방하기 위한 스마트 치안형 안전 인프라도 최고조로 강화된다. 구는 운전자들이 원거리에서부터 공사 상황을 직관적으로 인지하고 감속할 수 있도록 고휘도 교통안내 표지판과 LED 안전시설물을 촘촘히 배치하는 것은 물론, 출퇴근 시간대에 현장 전문 교통관리 인력을 대거 집중 배치해 일선 지휘 체계를 강화한다. 특히 다가오는 주말 및 연휴 기간 내 극심한 병목 현상과 차량 정체가 예고된 만큼, 싸이카 및 모범운전자회와의 긴밀한 거버넌스를 통해 시민들에게 주변 우회로 이용과 전면 서행 운행을 강력히 당부했다.

원종민 천안시 서북구청장은 "시민들이 매일 이용하는 도로 인프라의 안전은 그 어떤 행정 가치와도 타협할 수 없는 최우선적 민생 안보"라며 "보여주기식 대기 행정을 배제하고 가장 안전하고 신속하게 공사를 마무리해 시민 불편을 최소화할 것이며, 공사 기간 중 발생하는 불가피한 교통 안내와 현장 통제에 70만 천안시민 여러분의 성숙한 공공 협조와 따뜻한 양해를 부탁드린다"고 당부했다.

The district plans to completely demolish the old, severely cracked asphalt concrete pavement and repave the bridge deck by introducing the high-performance Latex Modified Concrete (LMC) method, which extends the lifespan of bridge pavements multiple times compared to standard techniques. The LMC method is an advanced technology that mixes latex with concrete to perfectly block water permeability and maximize crack resistance. It is highly anticipated to serve as a shield fundamentally blocking bridge deck corrosion caused by calcium chloride deicers during winters.

Won Jong-min, Chief of Seobuk-gu Office, rejected conventional total closures to minimize traffic discomfort for citizens along their daily commuting routes—given that tens of thousands of vehicles pass through this strategic stronghold daily—and established a sophisticated step-by-step split lane control strategy instead. The direction heading toward Sinbang-dong will maintain two lanes of normal traffic to guarantee citizens' mobility rights intact. Conversely, the direction heading toward Ssangyong-dong, where construction concentrates, will sequentially block only one out of the two lanes to carry out works, concentrating administrative capabilities to organically operate constant cross-traffic accessibility even amidst extreme congestion.
