"No Compromise on Illegal River Activities Threatening Citizen Safety"... Cheonan Acting Mayor Inspects Gwangdeoksan Sites
Strict measures including administrative execution for failure to restore riverbeds; ensuring safety against heavy rain
May 14, 2026
[Cheonan/CTN] Reporter Kang Hyun-su = Cheonan City has mobilized its full administrative power to eradicate illegal river occupation that holds citizen safety hostage.
On May 13, Kim Seok-pil, Acting Mayor and Vice Mayor of Cheonan, conducted an emergency inspection of illegal facilities and unauthorized occupation in the Gwangdeoksan mountain area. This move is a preemptive measure reflecting the city's firm determination to strictly punish illegal acts that compromise the natural function of rivers and to protect citizens' lives and property from sudden heavy rainfall.
In accordance with the government's policy to strengthen river management, the city has completed a complete survey of illegal cultivated land and unauthorized facilities along the rivers and has attached "restoration order" notices at various sites. On this day, Acting Mayor Kim meticulously monitored the status of guidance for illegal occupation and directly verified the actual progress of restoration, scrutinizing the on-site response system.
The city's future response is summarized as zero-tolerance law enforcement. If voluntary removal is not carried out within the notice period, the city plans to immediately conduct administrative execution based on relevant laws and charge the full cost of removal to the occupiers. Additionally, depending on the severity of the case, the city plans to block any possibility of recurrence by mobilizing all available administrative measures, including criminal complaints.
In particular, unauthorized cultivation and abandoned items in rivers are chronic disaster vulnerability factors that block waterways during floods, causing major safety accidents such as river overflows and facility damage. The city intends to push forward with renovation projects to liquidate these malpractices and return the public river space to all citizens.
Acting Mayor Kim Seok-pil stated, "Since we have provided sufficient guidance on the necessity of restoration and given ample opportunity for clarification through on-site notices, we will deal strictly and without exception with illegal acts that threaten citizen safety."
This emergency inspection will serve as an important opportunity to normalize privatized public assets and establish the fundamentals of disaster response. As rivers are a lifeline directly linked to the safety of all citizens rather than a means of profit for specific individuals, it is expected that the city's strong stance will establish a sense of law-abiding within the local community and serve as a cornerstone for creating a Cheonan safe from disasters.
