확대 한국전기안전공사가 지난 13일 동남구 수신면 장산리 일원 시설하우스를 찾아 전기설비 정밀 점검을 하고 있다.

[천안/CTN]강현수 기자 = 천안시가 농민들의 정성이 깃든 농업 시설을 화재 위협으로부터 원천 차단하기 위해 전방위적인 안전망 구축에 전격 나섰다. 시는 지난 13일 농업용 시설의 전기 화재와 안전사고를 예방하기 위한 2026년 농업용시설 전기안전진단비 지원사업을 추진한다고 밝혔다. 이번 사업은 단순한 점검을 넘어 농가 경영의 안정성을 확보하고 재난 사각지대를 해소하려는 시의 강력한 의지가 담긴 행보다.

시는 한국전기안전공사와 위탁 협약을 체결하고 전선 단락이나 과부하 등 전기설비 전반에 대한 정밀 점검을 실시한다. 관련 조례에 근거한 이번 지원 대상은 시설하우스, 저온저장고, 농업용 창고를 보유한 지역 농업인이다. 시는 올해 3,000만 원의 사업비를 투입해 총 250개소를 지원할 계획이며, 이미 49개소를 우선 선정해 현장 안전진단을 속도감 있게 진행하고 있다.

특히 이번 사업의 핵심은 진단과 개선을 하나로 묶은 밀착형 지원 체계에 있다. 점검 결과 부적합 판정을 받은 농가에 대해서는 후속 사업인 전기안전장비 설치 지원사업을 즉각 연계한다. 노후 장비 교체 및 설치비 등을 추가로 지원함으로써 농가가 경제적 부담 없이 실질적인 안전을 확보할 수 있도록 돕는 실효성 있는 대책이다.

사업 신청은 읍면동 행정복지센터에서 수시로 접수할 수 있으나, 예산이 소진될 경우 조기 종료될 수 있어 농가의 신속한 신청이 요구된다. 홍승종 농업정책과장은 "농업 시설은 습기와 먼지 등으로 인해 전기 화재 위험이 매우 높은 만큼 정기적인 정밀 점검은 선택이 아닌 필수"라며 "지역 농가들의 적극적인 관심과 신청을 바란다"고 강조했다.

기상이변과 환경 변화로 농촌 내 재난 위험이 가중되는 시기에 천안시의 이번 선제적 안전 행정은 매우 시의적절하다. 단순한 시설 관리를 넘어 농민의 생명과 재산을 최우선으로 보호하겠다는 시의 단호한 행정력이 농촌 사회의 안전 자립도를 높이는 든든한 버팀목이 될 것으로 평가된다.

On May 13, the city announced the commencement of the "2026 Agricultural Facility Electrical Safety Diagnosis Support Project" to prevent electrical fires and safety accidents. This initiative reflects the city's strong commitment to ensuring the stability of farm management and eliminating blind spots in disaster prevention.

The city signed a service agreement with the Korea Electrical Safety Corporation to conduct precision inspections on overall electrical facilities, including short circuits and overloads. Based on relevant ordinances, the support targets local farmers owning greenhouses, cold storage, and agricultural warehouses. The city plans to invest 30 million KRW this year to support a total of 250 sites, with 49 sites already selected and undergoing on-site safety diagnoses.

A key feature of this project is the linked support system that combines diagnosis with improvement. For farms that receive a "unfit" rating during the inspection, the city will immediately link them to the follow-up "Electrical Safety Equipment Installation Support Project." This is an effective measure that helps farmers secure practical safety without financial burden by providing additional support for the replacement and installation of aged equipment.

Applications can be submitted at any time through local administrative service centers, though the program may end early if the budget is exhausted. Hong Seung-jong, head of the Agriculture Policy Division, emphasized, "As agricultural facilities have a very high risk of electrical fires due to moisture and dust, regular precision inspections are a necessity, not an option. We urge local farmers to show active interest and apply."

At a time when disaster risks in rural areas are increasing due to extreme weather and environmental changes, Cheonan City's close-knit safety administration is highly timely. Beyond simple facility management, the city's decisive administrative power to prioritize the protection of farmers' lives and property is evaluated as a strong pillar for enhancing the safety independence of rural communities.
