시는 지난 15일 일봉동 행정복지센터에서 일봉동, 성환읍, 직산읍, 백석동, 부성2동 맞춤형복지팀 직원들이 대거 참여한 가운데 사례관리 UP-DAY 1그룹 첫 회의를 개최했다. 이번 회의는 이론 중심의 교육에서 완전히 탈피해 실제 복지 현장의 생생한 사례를 정밀 진단하고, 고위험 대상자와의 신뢰 관계 형성 및 현장 대응 방안을 심층 모색하는 집단 슈퍼비전 방식으로 치열하게 진행됐다.
이번에 가동된 사례관리 UP-DAY는 동료 코칭과 집단 슈퍼비전을 기반으로 전문가 자문 및 교육을 결합한 실전형 프로그램이다. 일선 담당자들의 복잡한 사례 개입 경험과 축적된 실천 노하우를 공유함으로써 기관 간 협업 체계를 공고히 하고 지역 내 통합 지원 기반을 확장하는 것이 핵심이다. 시는 향후 총 5개 그룹을 대상으로 20회에 걸쳐 프로그램을 연속 운영하며 복합 위기가구에 대한 현장 대응력과 전문성을 한 단계 격상시킬 계획이다.
김석필 천안시장 권한대행 부시장은 "현장의 다양한 고민과 경험을 공유하며 실질적인 해결 방안을 함께 모색하는 시간이 될 것"이라며 "앞으로도 사례관리 담당자들의 전문성 향상과 유기적인 협업 체계 유지를 위해 아낌없는 지원을 펼치겠다"고 강조했다.

[Cheonan/CTN] Reporter Kang Hyun-su = Cheonan City has launched a customized integrated case management system to maximize the practical capabilities of field social welfare officials and preemptively rescue vulnerable classes facing complex crises.
On the 15th, the city held the first meeting of the 1st group for "Case Management UP-DAY" at the Ilbong-dong Administrative Welfare Center, with the active participation of customized welfare team staff from Ilbong-dong, Seonghwan-eup, Jiksan-eup, Baekseok-dong, and Buseong 2-dong. Moving away from theory-centered education, the meeting was intensively conducted in a collective supervision format to precisely diagnose actual welfare field cases and deeply explore ways to build rapport with high-risk targets and handle on-site responses.
The newly launched "Case Management UP-DAY" is a practical program that combines expert consultation and education based on peer coaching and collective supervision. The core is to solidify the collaboration system between institutions and expand the integrated support foundation within the region by sharing field officials' case intervention experiences and accumulated practical know-how. The city plans to continuously operate the program 20 times across five groups in total to elevate on-site responsiveness and expertise regarding multi-crisis households to the next level.
Kim Seok-pil, Vice Mayor and Acting Mayor of Cheonan, emphasized, "This will be a time to share various concerns and experiences from the field and together seek practical solutions," adding, "We will spare no support to enhance the expertise of case management officials and maintain an organic collaboration system."
The success of clearing welfare blind spots depends on the capability of the officials standing at the very frontline of the field. This program, which attempts organic coordination and sharing of clinical experience among expert groups beyond simple administrative processing, will serve as a decisive turning point leading the qualitative evolution of Cheonan City's welfare administration, and is certain to establish itself as the most powerful social safety net sustaining the lives of the vulnerable.
