[광주/CTN]최영준 기자= 성창민 우치공원관리사무소장은 "국가거점동물원인 우치동물원은 생명존중 동물원으로 거듭나고 있다. 이 과정에서 동물의 건강과 복지, 종보전 가치를 실현하는 수의사의 역할이 매우 중요하다"라며 "이 교육이 미래 수의사들에게 생명에 대한 책임감과 동물원 진료의 가치를 직접 느끼는 의미 있는 시간이 될 수 있도록 철저히 준비해 나가겠다"라고 밝혔다. 광주광역시 우치공원관리사무소가 전남대학교 수의과대학과 협력해 본과 4학년 학생 40명을 대상으로 동물원 특화 진료 실습 교육과정을 운영했다는 내용에 대한 입장이다. 하지만 이번 교육은 대학의 정규 교육과정 편성이라는 거창한 명목에도 불구하고, 실상은 단발성 특강과 하루짜리 견학을 짜깁기한 '보여주기식 행정'의 연장선이라는 비판이 나온다.

가장 큰 문제는 이 프로그램이 지속 가능성과 깊이를 결여한 일회성 이벤트에 가깝다는 점이다. 전남대는 올해 최초로 야생특수동물의학 전문 교수를 임용하고 대학동물병원 내에 진료센터까지 개소하며 야생·특수동물 전문인력 양성을 공언했다. 그러나 정작 정규 과목으로 신설된 '야생특수동물학'의 실습 내용은 우치동물원 수의사의 단기 강의와 하루 동안 동물원병원을 둘러보는 수준에 그쳤다. 거북류 등갑 복원이나 이동형 내시경 시스템 운용, 원격 화학적 보정 등 고도의 전문성을 요하는 기술들을 단 몇 시간의 체험형 실습으로 마스터하겠다는 발상 자체가 현장을 모르는 탁상행정의 결과물이다.

또한 이번 실습은 지난해 4월 양 기관이 체결한 업무협약(MOU)의 실적을 채우기 위해 급조된 인상이 짙다. 지난해 10월 예과 2학년을 대상으로 한 현장 실습 이후 약 7개월 만에 진행된 두 번째 교육이지만, 학년별로 체계화된 연계 로드맵이나 상설 실습 인프라 구축에 대한 구체적인 예산 투입 계획은 전혀 언급되지 않았다. 국가지정 국가거점동물원이라는 화려한 타이틀을 유지하기 위해, 수의대 학생들의 정규 교육 시간까지 지자체의 치적 홍보용 수단으로 활용하고 있다는 지적이 나오는 이유다.

결국 광주시와 우치동물원의 이번 특화 교육과정은 알맹이가 빠진 성과주의 복지 행정의 단면이다. 반려동물 임상에 치우진 수의학 교육 현실에서 야생·특수동물 분야의 외연을 넓히겠다는 취지는 좋으나, 현장의 희생과 단발성 협약에 의존하는 방식으로는 결코 전문 진료인력을 양성할 수 없다. 광주시는 생색내기용 단기 캠페인성 교육을 전면 재검토하고, 학생들이 실제 동물원 임상 환경에서 장기적으로 인턴십을 수행할 수 있는 제도적 보장과 실질적인 재정 지원책을 마련해야 한다.

However, the practical content of the 'Wild and Exotic Animal Science' course, which was newly opened as a regular subject, was limited to a short lecture by a veterinarian from Uchi Zoo and a tour of the zoo hospital for a single day. The very idea of mastering highly specialized techniques such as turtle shell repair, mobile endoscopy system operation, and remote chemical restraint through just a few hours of hands-on practice is the result of desk administration detached from the field.

In addition, this practice bears strong signs of being hastily prepared to fill the performance quota of the Memorandum of Understanding (MOU) signed between the two organizations in April last year. Although it is the second field practice conducted about seven months after the field practice for second-year pre-veterinary students last October, no specific budget investment plans for building a systematic linked roadmap for each grade or permanent practical training infrastructure were mentioned at all. This is why critics point out that the city is using even the regular education hours of veterinary students as a tool for the local government's performance promotion in order to maintain the flashy title of a nationally designated hub zoo.

In the end, this specialized training course by Gwangju City and Uchi Zoo is a cross-section of hollow, performance-oriented welfare administration. While the intention to expand the horizon of the wild and exotic animal field in a veterinary education reality heavily biased toward companion animal clinics is good, it is impossible to cultivate professional medical personnel through methods that rely on the sacrifice of the field and one-off agreements. Gwangju City must completely review the showy short-term campaign-style education and establish institutional guarantees and substantial financial support measures so that students can perform long-term internships in actual zoo clinical environments.
