Sung Chang-min, director of the Uchi Park Management Office, stated, "Uchi Zoo, a national hub zoo, is being reborn as a zoo that respects life. In this process, the role of veterinarians who realize the values of animal health, welfare, and species conservation is very important. We will thoroughly prepare to ensure this education becomes a meaningful time for future veterinarians to directly feel the responsibility for life and the value of zoo medical care." This is a stance regarding the Uchi Park Management Office of Gwangju Metropolitan City collaborating with Chonnam National University College of Veterinary Medicine to run a specialized zoo medical training course for 40 fourth-year undergraduate students. However, despite the grandiose pretext of organizing a regular university curriculum, criticism arises that this training is an extension of 'showy administration' that pieces together one-off special lectures and a single-day tour.

The biggest problem is that this program is close to a one-off event lacking sustainability and depth. Chonnam National University declared the cultivation of wild and exotic animal medical professionals by appointing a specialized professor in wild and exotic animal medicine for the first time this year and even opening a medical center within the university animal hospital. However, the practical content of the 'Wild and Exotic Animal Science' course, which was newly opened as a regular subject, was limited to a short lecture by a veterinarian from Uchi Zoo and a tour of the zoo hospital for a single day. The very idea of mastering highly specialized techniques such as turtle shell repair, mobile endoscopy system operation, and remote chemical restraint through just a few hours of hands-on practice is the result of desk administration detached from the field.

In addition, this practice bears strong signs of being hastily prepared to fill the performance quota of the Memorandum of Understanding (MOU) signed between the two organizations in April last year. Although it is the second field practice conducted about seven months after the field practice for second-year pre-veterinary students last October, no specific budget investment plans for building a systematic linked roadmap for each grade or permanent practical training infrastructure were mentioned at all. This is why critics point out that the city is using even the regular education hours of veterinary students as a tool for the local government's performance promotion in order to maintain the flashy title of a nationally designated hub zoo.

In the end, this specialized training course by Gwangju City and Uchi Zoo is a cross-section of hollow, performance-oriented welfare administration. While the intention to expand the horizon of the wild and exotic animal field in a veterinary education reality heavily biased toward companion animal clinics is good, it is impossible to cultivate professional medical personnel through methods that rely on the sacrifice of the field and one-off agreements. Gwangju City must completely review the showy short-term campaign-style education and establish institutional guarantees and substantial financial support measures so that students can perform long-term internships in actual zoo clinical environments.
