이번 복지 대책의 가장 큰 맹점은 시가 자랑하는 '양육보조금 및 전문아동보호비 등 다각적 지원 계획'이 실제 성범죄·가정폭력 전력 확인 등 엄격한 기준을 통과해 아이를 도맡은 위탁가정의 실질적인 생활 리스크를 원천 차단하기에는 턱없이 부족한 '생생내기용 면피 행정'에 머물러 있다는 점이다. 4주간의 속성 교육이나 단기 보수교육 위주의 아날로그식 역량 강화 프로그램이 과연 사춘기 위탁 아동들의 정서적 안착과 전문 사례 관리를 지속적으로 담보하는 실효성 있는 대책인지 의문이다. 진정으로 보호연장아동들의 자립 안전망을 구축하고자 했다면, 단체장 대리인들의 보여주기식 포상 행차에 행정력을 소진할 것이 아니라 위탁가정 내부의 갈등이나 학대 징후를 실시간으로 모니터링하는 지자체·가정위탁지원센터 연동형 상황실 데이터 교차 검증 시스템을 상설화하고, 전문 위탁보호비의 현실화와 심리치료비 보조금을 파격적으로 다원화하는 물적 인프라 다지기가 선행되어야 했다. 이러한 근본적인 체질 개선은 생략한 채, 예산 총액과 수혜 아동 수 등 정량적 수치로 보고서의 부피만 늘리려는 행태는 실적 조급증에 걸린 지자체의 전형적인 탁상행정 껍데기일 뿐이다.

지방 소멸과 아동 인권 위기가 인류의 생존을 위협하는 시대에 당국의 아동 정책은 단순한 시청 강당 퍼포먼스나 생색내기용 예산 총액 자랑 위주의 보도자료 정치를 넘어서야 마땅하다. 매년 반복되는 전시성 기념행사 운영비와 일회성 홍보에 공공 재원을 소진하는 구조로는 위탁가정의 깊은 양육 불안감과 보호아동들의 홀로서기 불안감을 원천적으로 해소할 수 없다. 광주광역시는 행사 개최 건수를 치적으로 홍보하는 보여주기식 행정을 즉각 중단해야 한다. 그늘진 양육 현장에서 언제 터질지 모르는 정서적 돌발 변수를 맨몸으로 견뎌내야 하는 취약 가정들이 실질적인 치안·보건 복지 효능감을 누릴 수 있도록 AI 기반의 1대1 맞춤형 자립 예측 고도화 시스템을 상설화하고, 민간 위탁 영역의 전폭적인 주거 안정 보조금을 현실화하는 등 본연의 공공 안전망 다지기에 행정 역량을 결집해야 정책의 진정성을 인정받을 수 있을 것이다.
