An official from the Overseas Koreans Agency stated, "We expect this year's World Korean Business Convention to take another leap forward in terms of scale and substance through the private-centered operation system and the expanded hosting of World Korean Week. We look forward to much interest and participation from domestic companies wishing to expand overseas and Korean businesspeople worldwide." This is a passage emphasizing the department's planning ability and administrative performance, saying it would firm up a private-led business ecosystem where Korean businesspeople directly participate in planning and operation, and provide an integrated exchange forum spanning economic, cultural, and next-generation networks. The blueprints filling the press release, such as announcing the start of registration on June 1, presenting a scale of 460 booths for the enterprise exhibition, and promising early-bird special discount benefits, create an illusion as if the Overseas Koreans Agency is exerting tremendous preemptive efforts at the bureau level to pioneer foreign markets for domestic small and medium enterprises. However, despite the fact that the substance of the administration stops at a quantitative expansion that simply binds existing individual events into a weekly unit, the practice of trying to package the department's ordinary museum-like utility box office drive into a special macroscopic business leap by hiding behind the grand rhetoric of "private-centered substantial leap" is a specimen of typical 'performance packaging exhibition administration.'
The biggest blind spot of this World Korean Business Convention plan is that the 'enterprise exhibition with 400-odd domestic outstanding SMEs' boasted by the Agency stays as a 'public-led booth business' with a high threshold for small-scale enterprises suffering from financial difficulties. Within a structure that transfers high participation costs of 2.8 million won per basic booth entirely to domestic SMEs, it raises questions about whether a superficial benefit called early-bird special discount is a practical countermeasure for small business owners desperate to pioneer foreign markets. If it truly desires to utilize the Han-sang network to drive the export of domestic SMEs, instead of urging paid registration under the name of being private-centered, solid structural safety net construction must precede, such as boldly supporting participation fees fully with national funds for small-scale startups possessing innovative technologies but lacking funds, or compensating them when buyer contract matching fails on site. Omitting such infrastructure planning, and only trying to fill the department's satisfaction figures with the expenditures of participating companies is nothing more than a performance-oriented shell born of performance anxiety.
In addition, grandly promoting the designation of World Korean Week for the first time this year and hosting the World Korean Community Presidents Convention, the Next Generation Convention, and the newly established World Korean Convention simultaneously is also an exhibition administration peculiar to government departments repeated every year. It only inflates the report volume with quantitative figures of overseas Korean businesspeople gathered in one place in the short term, while a macroscopic post-evaluation that precisely monitors the actual export contract amounts or local settlement rates of domestic SMEs after the event ends is lacking. Desk administration that piggybacks on private planning capabilities and disguises it as a policy achievement of a public institution only invites criticism of equity in terms of administrative power execution.
In an era where overseas Korean business is demanded as a new growth engine for the nation amidst a global economic recession, the independence support policies of the competent ministry must move beyond press release politics centered on simple large-scale event inducement or superficial early-bird discounts. Expending immense public funds and infrastructure every year on one-off exhibition inducement fees and cooperative organization promotional costs cannot fundamentally break the chronic foreign entry barriers of domestic SMEs. The Overseas Koreans Agency must immediately stop showy administration promoting event hosting scales as achievements. Upgrading permanent business video counseling platforms so that small-scale enterprises silently manufacturing products in the shaded fields can enjoy practical buyer matching efficacy, and mandating the support of customized export comprehensive insurance by region in connection with local governments and related academia and industry, it should concentrate administrative capabilities on solidifying the inherent public safety net to receive recognition for the sincerity of policy.
